The club collected membership subscriptions and admission fees which were spent on meetings, administration and communication, with no facility or benefit supplied to members in return. The Maharashtra Appellate Authority for Advance Ruling held that the collections merely defray shared expenses, that there is no supply of goods or services to members, and that the amounts are therefore not consideration liable to tax.
How we apply it: Chennai associations should note that Section 7(1)(aa), inserted with retrospective effect from 1 July 2017, now treats club to member supplies as taxable, so this reasoning no longer holds.

A large batch of petitions challenged the constitutional validity of Section 16(4), which bars input tax credit claimed after the prescribed deadline, and of Section 16(2)(c). The High Court upheld both provisions, holding that input tax credit is a statutory concession subject to conditions and time limits fixed by the legislature. Limited relief was given for the initial years of GST having regard to the transitional difficulties and the subsequent amendments extending the deadline.
Practical effect: Do not rely on litigation to rescue late credit claims — reconcile and claim within the statutory deadline for each financial year.
Notification No. 57/2017-Central Tax dated 15.11.2017 · 2017-11-15
This notification allowed registered persons with an aggregate turnover of up to Rs 1.5 crore in the preceding or current financial year to furnish the statement of outward supplies in FORM GSTR-1 on a quarterly rather than monthly basis, and prescribed the quarterly due dates. It was the first structural concession recognising that monthly outward supply reporting was disproportionate for very small businesses.
What it means for you: This quarterly GSTR-1 concession is the direct ancestor of today's QRMP scheme, and many small Chennai businesses have been on a quarterly cycle continuously since this notification.
