GSTN operationalised the optional simplified registration scheme under Rule 14A of the CGST Rules from 1 November 2025. Applicants whose self-assessed output tax liability, across CGST, SGST, IGST and cess, does not exceed Rs 2.5 lakh per month can opt in while filing REG-01 and receive registration within three working days, subject to mandatory Aadhaar authentication of the primary authorised signatory and at least one promoter or partner.

In a bungalow purchase where land constituted the dominant value, the Gujarat High Court held that the deeming fiction treating land value as one-third of the total consideration for GST on construction is arbitrary if applied mandatorily. Where the actual value of land is ascertainable from the agreement, tax must be computed after deducting the real land value; the one-third deduction in the rate notification was read down as optional, available at the taxpayer's choice.

Circular No. 200/12/2023-GST, dated 1 August 2023 · 2023-08-01
Giving effect to the 50th GST Council decisions, CBIC clarified that un-fried and uncooked snack pellets manufactured by extrusion are classifiable under tariff item 1905 90 30 and attract five per cent with effect from 27 July 2023, and that fish soluble paste moved from eighteen to five per cent from the same date. Imitation zari thread or yarn made from metallised polyester or plastic film was placed at five per cent, and past periods were regularised on an as-is basis.
Practical effect: Snack and zari manufacturers in and around Chennai got both a lower rate and protection for past periods, so old demands on these items should be contested with this circular.
