Responding to widespread complaints about arbitrary queries, CBIC directed registration officers to seek only the documents listed in Form GST REG-01. For rented premises a valid rent agreement with the owner's ownership proof suffices; for owned premises any one ownership document is enough; no-objection certificates suffice for consent premises. Officers must not demand physical originals, question the applicant's residential address or business activity, or raise presumptive queries, and any query must be specific and approved by the Deputy or Assistant Commissioner.

Where an Indian entity receives services from a related foreign affiliate and is liable to pay tax under reverse charge, CBIC clarified that if the Indian entity is eligible for full input tax credit, the value declared on the self-invoice is deemed to be the open market value. Where the foreign affiliate raises no invoice for the service, the value may be treated as nil, and that nil value is deemed the open market value. No demand can then be raised on a notional cost allocation.
What to do about it: Indian subsidiaries receiving unbilled support from an overseas parent can self-invoice at nil value where full credit is available, closing a common audit objection.

The applicant made polypropylene and recycled plastic trays used by farmers to raise paddy and vegetable seedlings, and argued that they were agricultural implements. The Authority held that the trays are other articles of plastic under heading 3926 90 99 and are taxable at 9 percent central tax and 9 percent State tax. Use in agriculture does not by itself bring a product within the exempt agricultural implements entry, and the material and the tariff description prevail over the end use.
What to do about it: Chennai suppliers to the farm sector cannot assume exemption merely because the buyer uses the product in agriculture.
