Trade Profile and GST Jurisdiction for Sabari Salai, Puzhuthivakkam

Puzhuthivakkam's commerce runs along Bazaar Road and Bazaar Main Road off Sabari Salai, where provision wholesalers, bakeries, silk shops and clinics serve the Union Carbide Colony, Hindu Colony and Vijayanagar blocks and the crowd around the Puzhuthivakkam Bus Stand. Traders stocking loose grains and pulses alongside pre-packaged and labelled goods repeatedly get the five per cent pre-packaged levy and the Rule 42 credit reversal on exempt turnover wrong. Years of working in and around Puzhuthivakkam have shown us where GST trouble actually begins here — supplier defaults, classification doubts and deadlines lost in busy trading weeks. Our GST Refund RFD-01 is built to close precisely those gaps, and the same team supports businesses in Ullagaram and Madipakkam, each with one point of contact and a compliance calendar maintained on their behalf.

GST jurisdiction for Puzhuthivakkam (PIN 600091): businesses here generally fall under the CGST Chennai South Commissionerate. We regularly represent clients from Puzhuthivakkam before this jurisdiction for registrations, clarifications and notice hearings, and can confirm your exact division and range from your GSTIN. State-jurisdiction cases are handled with the Tamil Nadu Commercial Taxes Department.
GST Support for Wholesale Traders in Puzhuthivakkam
Wholesale trade runs on thin margins and heavy invoice volumes, so small GST errors multiply quickly. Once taxable supplies cross Rs.50 lakh in a month, Rule 86B requires at least one percent of output tax to be paid in cash regardless of credit balance, and quantity or turnover discounts must be passed through credit notes that satisfy Section 15(3)(b) to legally reduce taxable value. A specialist keeps your invoice-wise B2B reporting clean so retailer customers receive credit without friction, watches the Rs.5 crore e-invoicing threshold as volumes grow, and documents discount schemes in agreements the department will accept. Wholesalers in Puzhuthivakkam can call +91 - 9600 606 444 for a margin-safe compliance review.
Yes, GST Refund RFD-01 in Puzhuthivakkam can be completed fully online — no office visit is required at any stage, since e-signatures, OTP verification and digital document exchange cover the entire formality, with fees from Rs.4,999.
Why Us

Why Sabari Salai, Puzhuthivakkam Businesses Choose ChennaiGST

Not a bulk-filing portal. A senior consultant knows your file, your jurisdiction and your deadlines.

Deadline Tracking Done for You

GSTR-1 by the 11th, GSTR-3B by the 20th, CMP-08 by the 18th after each quarter — we maintain a compliance calendar for every client and start chasing your data well before the due date, so late fees never enter the picture.

Clean Exits When a Business Closes

Winding up attracts its own GST obligations — the cancellation application, reversal of credit on closing stock, and the final return in GSTR-10 within three months. We close registrations properly so a business you shut in Puzhuthivakkam never writes back to you as a demand years later.

E-Invoice and E-Way Bill Fluency

E-invoicing is mandatory once turnover crosses Rs.5 crore and e-way bills apply to goods movements above Rs.50,000. We set up, train and troubleshoot both systems, so your despatches from Puzhuthivakkam are never held up by a compliance gap at the gate.

GSTR-9 and GSTR-9C Handled In-House

The annual return and, where turnover crosses Rs.5 crore, the self-certified reconciliation statement in GSTR-9C are prepared by the same team that filed your monthly returns. Nothing about your year has to be rediscovered or explained to a stranger in December.

Reverse Charge Tracked, Not Forgotten

Freight paid to transporters, advocate fees, imported services and other notified supplies attract GST under reverse charge, with self-invoicing where the supplier is unregistered. We maintain a running RCM check every period, because this is the liability self-filers most consistently miss.

Proactive Alerts Before Problems Become Notices

If your GSTR-1 and GSTR-3B start drifting apart, if a large supplier stops filing, or if your turnover approaches the e-invoice threshold, we flag it to you immediately. Early warnings from our side are cheaper than departmental letters later.

How It Works

Our GST Refund Process

Eligibility and computation

We identify the correct refund category, confirm the two-year limitation from the relevant date, and compute the admissible amount using the formula prescribed under the rules.

Document compilation

Invoices, shipping bills, FIRCs, the LUT and ledger extracts are compiled into the prescribed statements, and gaps that commonly cause deficiency memos are fixed upfront.

RFD-01 filing

The refund application is filed on the portal with all annexures and declarations, and the acknowledgement in RFD-02 is tracked within the statutory fifteen days.

Departmental follow-up

We respond to any deficiency memo in RFD-03 or show cause notice in RFD-08, appear through written submissions, and pursue provisional refund where the category permits.

Sanction and credit

We track the sanction order in RFD-06 and payment advice in RFD-05, confirm the credit in your validated bank account, and archive the complete claim file.

Outcomes

What You Get

Practical outcomes our clients measure us by.

Better Cash Flow Planning

You know your expected GST outflow days before the 20th, not on the night of filing. That advance visibility lets you plan payments, collections and bank balances instead of scrambling for funds at the deadline.

No Interest Outflows at 18 Percent

Interest on delayed GST payment runs at 18 percent per annum, which is costlier than most working capital finance. Timely computation and payment through our calendar keeps that meter permanently at zero.

Due-Diligence Ready for Investors and Buyers

Funding rounds, partnerships and business sales all begin with a compliance check. A clean, documented GST history lets you clear that scrutiny quickly instead of watching a deal stall over old filing gaps.

Goods That Move Without Detention

Correct e-way bills matched to correct invoices mean your consignments clear roadside inspections cleanly, avoiding detention proceedings whose penalties can far exceed the tax on the goods being carried.

Stronger Standing with Corporate Buyers

Large buyers check vendor GST compliance before releasing payments and renewing contracts. A clean filing record with timely GSTR-1 uploads keeps your invoices reflecting in their GSTR-2B and your payments unblocked.

The Lowest Tax Position the Law Allows

Your scheme choice — regular, composition or QRMP — is re-examined as turnover and margins change, so you are always paying under the structure that legitimately costs your business the least.

Why a Specialist Matters

With ChennaiGST vs Doing It Yourself

AspectWith ChennaiGSTDIY / Unattended
Supplier defaultsSuppliers who stop uploading invoices are identified within the period and pursued before their default becomes your blocked credit.Missing supplier invoices surface only when credit is denied, by which time recovering the amount from the vendor is difficult.
Time costRoughly an hour a month to send data and approve drafts; the portal work, reconciliation and follow-up are ours.Hours every month lost to portal errors, JSON files, OTP failures and reworking figures — usually on the due date itself.
Goods in transitE-way bills generated correctly and matched to invoices, so consignments pass roadside inspections without detention or penalty.A defective or missing e-way bill can mean detention at a checkpoint, with penalties that dwarf the tax on the consignment.
Keeping up with changesRate changes, portal updates and new thresholds such as the Rs.5 crore e-invoice limit are tracked by us and applied to your case proactively.Changes are discovered after the fact — often through a rejected filing, a blocked e-way bill or a departmental letter.
Due-date trackingA maintained compliance calendar with internal cut-offs days before the 11th and the 20th; we chase you for data, not the other way around.Deadlines remembered from memory or phone alarms; one busy week and the return slips past the due date.
Late fees and interestFilings go in ahead of statutory dates, so the Rs.50-per-day late fee and 18 percent interest never arise.Late fees accumulate silently every delayed day, and interest on unpaid tax runs at 18 percent per annum.

AAR Ruling

Project management consultancy for a public water project held exempt

Tamil Nadu Water Investment Company Ltd - AAR Tamil Nadu, advance ruling reported at 2019 (2) TMI 187 · 2019

The Chennai company provided management consultancy and detailed project report services to the Chennai Metro Water Supply and Sewerage Board for water related projects. It asked whether the service attracted GST. The Authority held that the supply was a pure service with no supply of goods involved, rendered in relation to a function entrusted to a municipality, and was therefore exempt from GST under the entry covering pure services supplied to government and local authorities.

What to do about it: Chennai consultants on government water and civic projects should test the pure services exemption before adding GST to their invoices.

Notification

Cement down from 28 to 18 per cent

Notification No. 9/2025-Central Tax (Rate), dated 17 September 2025, Schedule II, heading 2523 · 2025-09-17

Portland cement, aluminous cement, slag cement, super sulphate cement and similar hydraulic cements, whether or not coloured or in the form of clinkers, appear in Schedule II at nine per cent central tax, giving a combined eighteen per cent from 22 September 2025. Cement had carried twenty-eight per cent since 2017 and was the single largest tax input in construction. Marble, granite and most other building materials also sit at eighteen per cent in the same schedule.

What it means for you: Builders and hardware dealers in Chennai must bill cement at eighteen per cent and should have revisited running contracts and price lists from 22 September 2025.

Case Law

Goods moving with expired e-way bills released on bank guarantee, with officer told to weigh whether it was a technical breach

M/s. Caterpillar India (P) Ltd v. State Tax Officer — Madras High Court, W.P. Nos. 5075, 5076, 5078, 5081, 5128, 5185 and 5189 of 2019, decided 26 February 2019 (Anita Sumanth J.) · 2019-02-26

Consignments were detained because the e-way bills accompanying them had expired. The Court directed immediate release on furnishing a bank guarantee and, importantly, directed the assessing officer to consider whether the lapse was a substantive violation or only a technical breach, having regard to Sections 122, 125 and 126 of the CGST Act. Adjudication was to be completed within four weeks, with amounts already remitted by the transporter adjusted against the final determination.

Practical effect: A Chennai consignor whose goods are held for a stale e-way bill can seek release against security while pressing that Section 126 requires leniency for minor procedural lapses.

FAQs

Frequently Asked Questions

Straight answers from practising GST consultants — based on the CGST Act, current CBIC notifications and day-to-day portal experience.

Are there any hidden charges for GST refund RFD-01?
No. The fee quoted before we start is the fee you pay. Government fees, portal charges or statutory late fees, where they apply, are separate and disclosed to you in advance with the exact amount. We issue a proper GST invoice for our professional fee. If the scope of work changes — for example, an unexpected notice or additional periods — we tell you the revised fee before doing anything further.
What is the process for GST refund RFD-01?
The process runs in clear stages: Eligibility and computation; Document compilation; RFD-01 filing; Departmental follow-up. A senior consultant reviews your file at each stage rather than passing it to a data-entry desk, and you receive a confirmation with the filed documents once it is complete. You always know which stage your work is at — we update you on WhatsApp instead of leaving you to follow up.
My GST refund was rejected by the officer. Do I have any remedy?
Yes. Before rejection, the officer must issue a notice in RFD-08 and consider your reply in RFD-09, so a rejection without hearing you is itself challengeable. Against a rejection order in RFD-06, you can file an appeal in Form APL-01 before the appellate authority within three months of the order. The ITC debited for the rejected claim is re-credited through PMT-03 where applicable. Appeals on refund matters frequently succeed where the rejection was for curable documentation gaps, so preserve every acknowledgement and reply. Professional drafting of the appeal grounds materially improves outcomes.
I received a deficiency memo RFD-03 against my refund claim. What should I do?
A deficiency memo in RFD-03 means the officer found your application incomplete, and the application is treated as not filed. You cannot reply to an RFD-03; you must file a fresh RFD-01 after curing the defects, and the debited ITC or cash is re-credited to your ledger. Importantly, the fresh application must still fall within the original two-year limitation, so act quickly. Read the memo carefully, fix every listed deficiency, and refile with a covering note. Businesses in Puzhuthivakkam that receive repeated memos usually have invoice statement formatting issues that are easy to correct professionally.
I charged CGST and SGST on an invoice that should have carried IGST. How do I fix it?
The law provides a clean remedy without interest. Under Section 77 of the CGST Act and Section 19 of the IGST Act, where a supply was wrongly treated as intra-state instead of inter-state or vice versa, you pay the tax under the correct head and claim refund of the tax paid under the wrong head; no interest is charged on the correct payment. Rule 89(1A) allows the refund application within two years from the date the correct tax is paid. Issue a credit note and corrected invoice, amend GSTR-1, and file RFD-01 under the appropriate category. Our Puzhuthivakkam team handles these head-swap corrections regularly; call +91 - 9600 606 444 before the limitation runs.
I export under LUT without charging tax. Can I get a refund of my input tax credit?
Yes. Exports made under a Letter of Undertaking are zero-rated, so the input tax credit accumulated on your purchases can be claimed as a refund by filing RFD-01 under the category refund of unutilised ITC on export without payment of tax. The refund is computed proportionately using the formula in Rule 89(4), based on your export turnover versus total turnover. You must upload a statement of export invoices along with shipping bills or, for services, FIRC or BRC evidencing foreign exchange receipt. Exporters in Puzhuthivakkam can call +91 - 9600 606 444 for end-to-end filing support.
What is an inverted duty structure refund and does my business qualify?
An inverted duty structure arises when the GST rate on your inputs is higher than the rate on your outward supplies, causing input tax credit to accumulate. For example, a manufacturer buying raw material at 18 percent and selling finished goods at 5 percent will qualify. Refund of the accumulated ITC is claimed through RFD-01 using the formula prescribed in Rule 89(5), filed within two years of the due date of the relevant return. Certain notified goods are excluded from this refund, so eligibility should be checked against current CBIC notifications before applying.
How do I claim a GST refund for my business in Puzhuthivakkam?
GST refunds are claimed online by filing Form RFD-01 on the GST portal under the relevant category, such as export of goods or services, inverted duty structure, or excess balance in the electronic cash ledger. You must attach supporting documents like invoices, shipping bills or bank realisation certificates, and the application must be filed within two years of the relevant date. Once filed, the officer issues an acknowledgement in RFD-02 within fifteen days. Many businesses in Puzhuthivakkam lose refunds to avoidable deficiencies, so call +91 - 9600 606 444 if you would like the application prepared professionally.
I am selling old machinery on which ITC was claimed. Do I have to pay anything back?
Yes. Under Section 18(6) read with Rule 44, on supply of capital goods on which credit was taken, you must pay the higher of two amounts: the ITC originally availed reduced by five percent per quarter or part thereof from the invoice date, or the tax on the transaction value of the sale. For example, machinery held for three full years has its credit reduced by sixty percent, and you compare the remaining forty percent with the actual tax on the sale price. Refractory bricks, moulds, dies, jigs and fixtures sold as scrap need tax only on transaction value. Compute both figures before invoicing the buyer.
Can my company claim ITC on a car purchased for business use, and what about its insurance and repairs?
Generally no. Section 17(5)(a) blocks credit on motor vehicles for transporting persons with approved seating up to thirteen including the driver, even when used for business, unless you are in the business of further supplying such vehicles, transporting passengers, or imparting driver training. Section 17(5)(ab) extends the block to insurance, servicing and repairs of such vehicles. However, ITC is fully available on goods transport vehicles like trucks and delivery vans, and on vehicles with seating above thirteen such as staff buses. A Puzhuthivakkam trading company buying a delivery van claims full credit; the director's sedan gets none. Classify each vehicle before claiming.
Our Puzhuthivakkam company works only for its foreign parent company. Can this be export of services?
Yes, if the entities are separate legal persons. An Indian subsidiary incorporated under the Companies Act and its foreign parent are distinct persons, so services billed to the parent can qualify as export when the other conditions are met, a position confirmed by CBIC Circular 161/17/2021. The bar on establishments of the same person applies to a branch or liaison office serving its own head office abroad, which can never be export. The distinction decides whether your entire revenue is zero-rated or taxable at 18 percent, so structure matters. Call +91 - 9600 606 444 if your group billing needs a review.
What are the common types of GST notices a business can receive?
The frequent ones are: REG-03 seeking clarification on a registration application; GSTR-3A for non-filing of returns; ASMT-10 pointing out discrepancies found on scrutiny of returns; DRC-01A intimating an ascertained tax liability before formal proceedings; DRC-01, the show cause notice under Section 73 or 74; ADT-01 intimating a departmental audit; REG-17 proposing cancellation of registration; RFD-08 proposing rejection of a refund claim; and summons under Section 70. Each has its own reply form and deadline, ranging from seven working days to thirty days, so identifying the notice type correctly is the first step in responding. When in doubt, call +91 - 9600 606 444.
Is GST still charged on life and health insurance premiums?
No. With effect from 22 September 2025, premiums on all individual life insurance policies, including term plans, endowment plans and ULIPs, and all individual health insurance policies, including family floater and senior citizen plans, are exempt from GST. Reinsurance of these policies is also exempt. Earlier these premiums bore 18 percent tax. Note that the exemption applies to policies taken by individuals; certain group covers procured by businesses can still attract GST, and insurers can no longer claim input credit attributable to exempt policies. Policyholders should see the benefit directly in renewal notices.
What is the electronic liability register on the GST portal and why should I check it?
The electronic liability register, maintained in Form PMT-01, records every liability raised against your GSTIN: self-assessed tax from returns in Part I, and demands from assessments, adjudication orders and DRC-07 summaries in Part II. Payments and pre-deposits are set off against these entries. You can view it under Services, then Ledgers. Checking Part II periodically matters because demand entries you never noticed can trigger recovery, interest accumulation and refund adjustments. During any refund claim, the officer will offset outstanding register balances, so a clean register speeds up your money. We review all three ledgers in every Puzhuthivakkam health check.
Which goods and services attract the new 40 percent GST rate?
The 40 percent rate is confined to luxury and demerit supplies. It covers aerated waters, caffeinated and other sugary carbonated beverages, large cars beyond the small-car specifications, motorcycles above 350cc, yachts, personal aircraft, and specified actionable claims such as betting, casinos and online money gaming. Pan masala and tobacco products continue under their earlier levy structure until the compensation cess obligations are discharged, after which they move to the 40 percent rate as notified. If your business deals in any of these lines, pricing and working capital need careful planning.
Which educational services are actually exempt from GST?
The exemption is confined to an educational institution as defined, meaning one providing pre-school education, education up to higher secondary school or equivalent, education as part of a curriculum for obtaining a qualification recognised by Indian law, or an approved vocational education course. Services by such institutions to their students, and specified input services to schools such as transport, catering and security, are exempt. Everything outside this boundary is taxable: private tuition, test preparation, hobby classes, skill courses without recognised certification, and training by ed-tech companies. The recognition of the qualification under Indian law is the decisive test, not the subject taught.
By when must I issue a tax invoice when I sell goods?
For goods, Section 31 requires the tax invoice to be issued before or at the time of removal of the goods, where the supply involves movement, or before or at the time of delivery or making the goods available in other cases. In simple terms, the invoice must travel with the goods; a lorry leaving your Puzhuthivakkam godown without an invoice is exposed to detention even if the e-way bill exists. For continuous supplies of goods with successive statements or payments, the invoice must be issued when each statement is issued or each payment is received.
Our security agency does not charge GST on its bills. Is that correct?
Quite possibly, yes. Since 1 January 2019, security services meaning supply of security personnel, when provided by any person other than a body corporate to a registered person, fall under reverse charge, so the agency correctly bills without tax and you pay 18 percent through GSTR-3B in cash, claiming ITC. If your security agency is a private limited company, however, RCM does not apply and it must charge GST on its invoice under forward charge. Composition taxpayers as recipients are excluded from this entry. Confirm the agency's constitution from its PAN, because paying under the wrong mechanism creates trouble for both sides.

How much does GST refund RFD-01 cost in Puzhuthivakkam?
