GSTN Advisory — Invoice Management System, live from 14 October 2024 · 2024-10-14
GSTN launched the Invoice Management System (IMS) on the portal from 14 October 2024. Buyers can now view each invoice uploaded by suppliers in GSTR-1, IFF or GSTR-1A and mark it as accepted, rejected or pending. These actions determine what flows into GSTR-2B, with the first IMS-based GSTR-2B generated on 14 November 2024 for the October 2024 period. Records left without action are treated as deemed accepted.
How we apply it: Set up a monthly IMS review before your GSTR-2B is generated so wrong or fraudulent supplier invoices do not silently enter your ITC.
Notification No. 10/2017-Central Tax dated 28.06.2017 · 2017-06-28
This notification amended the CGST Rules, 2017 as originally notified under Notification 03/2017-Central Tax, adding the substantive operating chapters that had been left out of the first tranche. These cover matters such as determination of value of supply, input tax credit, tax invoice, credit and debit notes, accounts and records, returns, payment of tax, refunds and assessment, together with their prescribed forms.
What to do about it: The rules governing invoicing, credit and refunds for a Chennai business date from 28 June 2017, so any compliance question about the first weeks of GST must be tested against this text.

The assessment orders had denied input tax credit purely because the returns were filed after the Section 16(4) cut-off. The Court held that the challenge was squarely covered by newly inserted Section 16(5), which permits credit on invoices relating to the financial years 2017-18 to 2020-21 if taken in any return filed up to 30 November 2021, notwithstanding Section 16(4). The impugned orders were quashed and the matter remitted for fresh orders consistent with the amendment.
How we apply it: A Chennai dealer whose ITC for 2017-18 to 2020-21 was disallowed only for late filing should apply for rectification or move the High Court, since Section 16(5) now protects that credit.
