A printing house printed leaflets and similar material using content supplied by the customer but paper, ink and other physical inputs of its own. It asked for the correct classification and rate. The Authority held that this is a composite supply in which the printing service is the principal supply, and the supply is therefore taxable at 18 percent. The customer supplying only the content or artwork did not alter the classification.
Why this matters: A Chennai printer supplying its own paper should charge 18 percent on job printed leaflets instead of assuming a lower book rate.

CBIC clarified that transactions in vouchers are neither a supply of goods nor of services. Where a voucher is dealt with on a principal-to-principal basis, no GST arises on its sale or distribution. Where a distributor acts as an agent for a commission, GST applies on that commission. Additional services such as marketing, customisation and technology support are taxable at eighteen per cent, and unredeemed vouchers, or breakage, do not attract GST as no supply takes place.
What it means for you: Retailers and platforms issuing gift vouchers should charge GST only on the underlying goods at redemption and on any commission earned, not on the voucher sale itself.
Notification No. 38/2020-Central Tax · 2020-05-05
The Central Goods and Services Tax (Fifth Amendment) Rules, 2020 permitted a registered person with no outward supplies, no input tax credit and no tax liability to furnish a nil GSTR-3B through a short message service from the registered mobile number, verified by a one-time password. The same amendment allowed registered persons who are companies to verify returns using an electronic verification code instead of a digital signature certificate, a concession first given during the lockdown.
What it means for you: A dormant Chennai GSTIN can be kept compliant by SMS filing at no cost, which is far cheaper than allowing returns to lapse and inviting cancellation.
