This is the consolidated refund circular. It replaced the manual system with a fully electronic process in FORM GST RFD-01 with a single disbursement of central, State and integrated tax by one authority through PFMS. It lists every refund category, the statements and Annexure-B invoice list required, the deficiency memo procedure in RFD-03, provisional refund in RFD-04, the payment order in RFD-05, and the rule that a claim may not span two financial years. It rescinded the earlier refund circulars including Nos. 17, 24, 37, 45, 59, 70 and 79.

Notification No. 14/2021-Central Tax (Rate), dated 18 November 2021 · 2021-11-18
To cure the inverted duty structure in which fabric makers paid more tax on yarn and dyes than they collected on cloth, the Government notified an increase from five per cent to twelve per cent across man-made fibre, yarn, fabrics, garments and made-ups, and removed the value-based split on footwear so that all footwear would attract twelve per cent. The change was to take effect from 1 January 2022 and triggered strong protests from the textile trade, including in Tiruppur, Erode and Coimbatore.
Why this matters: This notification is the origin of the textile rate fight, and its history matters when defending classification and rate positions for supplies made around that period.

The Council completed the fitment exercise for goods and broadly approved GST rates at nil, five, twelve, eighteen and twenty-eight per cent across the tariff, along with the rates of GST compensation cess to be levied on specified goods.
