At the first meeting chaired by Finance Minister Nirmala Sitharaman, the Council decided to introduce an electronic invoicing system in a phase-wise manner for business-to-business transactions. The press release recorded that e-invoicing would help taxpayers with backward integration and automation of tax-relevant processes and would help authorities combat evasion, with Phase 1 proposed to be voluntary and rolled out from January 2020. This decision is the origin of the Invoice Registration Portal, the IRN and the QR code now mandatory for most mid-sized and large businesses.
Practical effect: Every later e-invoicing threshold reduction, down to the Rs 5 crore limit now applicable, traces back to this decision, so businesses crossing a threshold must set up e-invoicing from the first day of the next financial year.
Notification No. 84/2020-Central Tax · 2020-11-10
Registered persons whose aggregate turnover in the preceding financial year was up to Rs 5 crore, and who had filed the return for the preceding month, were notified as eligible to furnish GSTR-3B quarterly while paying tax monthly. The option is exercised on the common portal for each quarter within a specified window, and once exercised it continues for future periods until it is changed. Crossing Rs 5 crore during a year makes the person ineligible from the next quarter.
What to do about it: Most Chennai traders and professionals qualify for this scheme and can cut their GSTR-3B filings from twelve a year to four.

CBIC clarified that serving food in schools under the mid-day meal programme is exempt from GST, and that the exemption extends to pre-schools and anganwadis, which are covered within the meaning of an educational institution providing pre-school education. It further clarified that the exemption applies whether the meals are funded by government grants or by corporate donations, since the entry does not distinguish by source of funding. The clarification protected non-profit caterers running school feeding programmes from demands.
Practical effect: Chennai caterers running school or anganwadi meal contracts are exempt, but should keep the scheme documentation on file to answer any scrutiny.
