GSTN removed the requirement to select a refund period in chronological order for certain refund categories, so a claim need not follow strict sequence, and moved those categories to invoice-based filing. For export of services with payment of tax, supplies to special economic zone units with payment of tax, and deemed export claims by the supplier, the applicant uploads the specific invoices in the relevant statement and those invoices are then locked against a repeat claim. All returns due up to the date of the claim must be filed.
What it means for you: Keep returns current and your export invoice register clean, since refunds are now claimed invoice by invoice and each invoice can be used only once.
46th GST Council Meeting, New Delhi — 31 December 2021 · 2021-12-31
The 46th meeting was convened on the last day of 2021 with essentially one outcome. The Council recommended deferring the decision to change the rates in textiles that had been recommended at the 45th meeting, so that the existing rates in the textile sector would continue beyond 1 January 2022. The reversal came after sustained representations from textile states and the trade that the increase from 5 to 12 per cent would raise costs for consumers and unorganised weavers. The footwear rate increase, however, went ahead as planned.

CBIC clarified that an Indian data hosting provider serving an overseas cloud computing company acts on a principal-to-principal basis and is not an intermediary. The service is not supplied in relation to goods made available by the recipient, nor does it relate to immovable property, since it is a bundle of hosting, power, cooling and connectivity rather than a lease of premises. The place of supply is therefore the recipient's location abroad and the supply qualifies as an export of services.
What it means for you: Chennai data centre and hosting operators billing foreign cloud companies can treat the supply as zero-rated and file refunds of accumulated credit.
