The High Court laid down that provisional attachment is a drastic and extraordinary power to be used sparingly and only on the basis of tangible material showing it is necessary to protect revenue. Attachment cannot be ordered mechanically or as a matter of course, and a cash-credit account, being a borrowing facility rather than the taxpayer's property, cannot be attached.

Notification No. 08/2021-Central Tax · 2021-05-01
For the March and April 2021 tax periods the interest rate on delayed payment through GSTR-3B was moderated, and Notification No. 18/2021-Central Tax later extended the same relief to May 2021. Taxpayers above Rs 5 crore turnover paid nine per cent for the first fifteen days beyond the due date and eighteen per cent thereafter. Taxpayers up to Rs 5 crore paid nil interest for the first fifteen days, nine per cent for the next fifteen days and eighteen per cent afterwards. Composition taxpayers were given a comparable concession on their quarterly challan.
