The Council raised the composition scheme threshold from Rs 75 lakh to Rs 1 crore of annual aggregate turnover, and from Rs 50 lakh to Rs 75 lakh for Special Category States other than Jammu and Kashmir and Uttarakhand, which were given Rs 1 crore. Both migrated and new taxpayers could opt in under the higher threshold up to 31 March 2018, with the option becoming operational from the first day of the month following the month in which it was exercised.

The applicant made polypropylene and recycled plastic trays used by farmers to raise paddy and vegetable seedlings, and argued that they were agricultural implements. The Authority held that the trays are other articles of plastic under heading 3926 90 99 and are taxable at 9 percent central tax and 9 percent State tax. Use in agriculture does not by itself bring a product within the exempt agricultural implements entry, and the material and the tariff description prevail over the end use.
Practical effect: Chennai suppliers to the farm sector cannot assume exemption merely because the buyer uses the product in agriculture.

The petitioner challenged a provisional attachment of its bank account. By the time the matter was heard, one year had elapsed from the date of the order. The Court observed that orders of attachment under Section 83 are self-limiting and remain in force for one year only, after which nothing survives for adjudication. The writ petition was accordingly closed, the attachment having ceased to operate by force of the statute itself.
