A German company's liaison office in Tamil Nadu carried on only the representational and coordination activities permitted by the Reserve Bank of India and received funds from its head office to meet office expenses. The Authority held that liaison activities carried on strictly within the RBI permission do not amount to a supply under the CGST and TNGST Acts, the remittances from the head office are not consideration, and the liaison office is neither liable to pay GST nor required to register.
Why this matters: A genuine liaison office in Chennai doing only representational work stays outside GST, but any commercial activity changes that position.

The Council approved a scheme to incentivise digital payment under GST. Concessions were to be given on B2C transactions paid through RuPay debit card, UPI, BHIM, USSD or BHIM-Aadhaar, by way of an automated refund to the consumer's account of twenty per cent of the total GST paid, subject to a ceiling of Rs 100 per transaction shared equally between CGST and SGST. The purchaser would be informed by SMS. The scheme was to run on a pilot basis in Assam, Tamil Nadu and any other volunteering State.
What it means for you: Tamil Nadu was one of only two States selected for this pilot, though the scheme was never rolled out in practice.
Larsen & Toubro Ltd v. State of Karnataka — Supreme Court, (2014) 1 SCC 708, judgment dated 26-09-2013 · 2013-09-26
The Supreme Court held that where a developer enters into an agreement with a buyer before construction is completed, the construction carried out thereafter is executed for the buyer and constitutes a works contract liable to tax. Tax can be levied only on the value of goods incorporated after the agreement date, and the value of land must be excluded. This judgment underpins the current GST treatment of under-construction property sales.
What to do about it: Chennai builders must charge GST on units booked before completion, and must correctly exclude the land component from the taxable value.
