A consignment of power weeders was intercepted on 6 March 2023 at about 10.30 a.m., the e-way bill having expired at 11.59 p.m. the previous night. The taxpayer pleaded a vehicle breakdown. The Court declined to interfere, noting that the validity could have been extended within the permitted window and had not been, and that the officer's decision to detain and penalise under Section 129(1) was not unreasonable. The writ petition was dismissed with liberty to file a statutory appeal.

The Council approved the draft SGST law and the draft UTGST law, completing the legislative package begun at the previous meeting, and also approved amendments to the GST (Compensation to States) Bill including the ceiling rates at which compensation cess could be imposed. Placing the cess ceilings in the statute meant that later cess increases, such as the one on cigarettes a few months afterwards, could be made by notification without returning to Parliament.

Sections 49A and 49B, effective from 1 February 2019, required integrated tax credit to be exhausted before central or State tax credit could be used, which caused unnecessary cash payments. CBIC explained the effect of the newly inserted rule 88A: integrated tax credit must first be used against integrated tax liability, and the balance may then be applied against central tax and State tax liability in any order and in any proportion, before central and State credit is touched.
