The bank imported goods and stored them in a Free Trade Warehousing Zone before they were cleared. It asked whether integrated tax was payable again when the goods were removed from the zone to the domestic tariff area, over and above the tax collected at the time of customs clearance. The Authority, following Circular No. 3/1/2018-IGST dated 25 May 2018, held that the applicant is not liable to pay IGST at the time of removal, the levy arising once at clearance for home consumption.
Why this matters: Chennai importers using FTWZ facilities pay IGST once at clearance and should resist any demand for a second levy on removal.

From the August 2022 return period the whole of the credit appearing in GSTR-2B must first be reported as credit available in Table 4(A), with ineligible and reversible credit then shown separately in Table 4(B). Reversals that can be reclaimed later, such as those under Rule 37, go into Table 4(B)(2) and the reclaim is reported in Table 4(D)(1). Only the net figure reaches the electronic credit ledger.
What to do about it: Report gross credit and reversals separately in Table 4, because the department now compares your ledger with GSTR-2B line by line.
Circular No. 123/42/2019-GST dated 11 November 2019 · 2019-11-11
CBIC explained the newly inserted rule 36(4). The restriction is not supplier-wise but is computed on a consolidated basis for all invoices not appearing in GSTR-2A. The amount of eligible credit is determined from GSTR-2A as on the due date for filing GSTR-1 by suppliers for that month. A taxpayer may therefore claim only twenty per cent more than the credit reflected in GSTR-2A, and the balance may be claimed in a later month once the supplier uploads the invoice.
What it means for you: This circular began the era of credit being tied to supplier filings, and monthly reconciliation of purchases with GSTR-2A or 2B is now unavoidable.
