GSTN Advisory dated 31 August 2023 — Electronic Credit Reversal and Re-claimed Statement · 2023-08-31
GSTN introduced the Electronic Credit Reversal and Re-claimed Statement on the portal to track credit reversed in Table 4B(2) of GSTR-3B and later reclaimed in Tables 4D(1) and 4A(5). It applied from the August 2023 return for monthly filers and from the July to September 2023 quarter for quarterly filers. The cumulative opening balance of reversals awaiting reclaim had to be reported by 30 November 2023, with up to three amendments allowed until 31 December 2023. The portal now warns when reclaimed credit exceeds the available balance.
What to do about it: Maintain a running register of credit reversed and reclaimed, because the portal flags excess reclaims and the data feeds departmental scrutiny.
21st GST Council Meeting, Hyderabad — 9 September 2017 (PIB Release ID 1502268) · 2017-09-09
Faced with widespread filing difficulties, the Council approved a revised schedule for the first tax period: GSTR-1 for July 2017 to 10 October (3 October for taxpayers above Rs 100 crore turnover), GSTR-2 to 31 October, GSTR-3 to 10 November and GSTR-6 to 13 October. Table 4 of GSTR-4 was not to be filled for the July-September quarter and GSTR-4A was dispensed with. GSTR-3B was to continue for August to December 2017.
Practical effect: The invoice-matching return cycle of GSTR-1, 2 and 3 collapsed almost immediately, and GSTR-3B became the permanent monthly filing every Chennai business now does.
Notification No. 22/2019-Central Tax (Rate) dated 30.09.2019 · 2019-09-30
This notification added renting of a motor vehicle designed to carry passengers, where the cost of fuel is included in the consideration, to the services reverse charge list with effect from 1 October 2019. The liability falls on a body corporate recipient located in the taxable territory where the supplier is not a body corporate. The entry was refined at the end of 2019 to make clear that it applies only where the supplier does not opt to charge 12 per cent with input tax credit.
What it means for you: A Chennai company hiring cars or staff buses from an individual or firm operator must pay 5 per cent under reverse charge unless the operator bills at 12 per cent.
