CBIC set out the QRMP scheme available from January 2021 to registered persons with aggregate turnover up to Rs 5 crore. Such taxpayers file GSTR-1 and GSTR-3B quarterly while paying tax monthly in FORM GST PMT-06 by the twenty-fifth of the following month, using either the fixed sum method based on the previous period's payment or the self-assessment method. Invoices for the first two months of a quarter may be uploaded through the Invoice Furnishing Facility, and the circular explains how interest and late fee apply.
What it means for you: Most small Chennai businesses are eligible for QRMP; choosing the fixed sum method avoids interest even if the actual liability is higher.

Where the input tax credit availed in GSTR-3B exceeds the credit available in GSTR-2B by more than the prescribed limit, the portal issues an intimation in Form GST DRC-01C. The taxpayer must reverse the excess with interest through DRC-03 or file a reply in Part B giving reasons, within seven days. If neither is done, the filing of the next GSTR-1 or Invoice Furnishing Facility statement is blocked.
Practical effect: Match your credit register against GSTR-2B before filing GSTR-3B, since an unexplained excess now stops your outward return.

A five-judge Bench held that circulars issued by the Board cannot prevail over the statute, and are not binding on courts. Where the Supreme Court or a High Court has declared the law on an issue, that declaration prevails and any contrary circular ceases to have effect. Circulars remain an aid to administration and can bind officers, but they cannot enlarge or restrict what the legislature has enacted.
Why this matters: Chennai businesses should treat CBIC circulars as useful administrative guidance, but should not rely on one that conflicts with the plain words of the GST Act.
