GSTN first advised that from the April 2025 period, auto-populated values in Table 3.2 of GSTR-3B, covering inter-state supplies to unregistered persons, composition taxpayers and UIN holders, would become non-editable, with corrections routed through GSTR-1A. After taxpayer representations, a 16 May 2025 advisory kept Table 3.2 editable for the time being. The locking was later subsumed in the broader hard-locking of GSTR-3B liability during 2025.
Practical effect: Report place-of-supply details correctly in GSTR-1 itself, since state-wise B2C figures in GSTR-3B are moving beyond manual correction.

Clarifying the new clause (ca) of Section 10(1) of the IGST Act, CBIC stated that when goods are supplied to an unregistered person and the billing address differs from the delivery address, the place of supply is the delivery address recorded on the invoice. This principally affects e-commerce transactions, where a buyer may bill in one State and ship to another, and determines whether the seller charges CGST-SGST or IGST.
Practical effect: E-commerce sellers must configure invoicing so tax type follows the delivery address, not the billing address, to avoid wrong-tax demands and refund complications.
Section 11A, CGST Act, 2017, inserted by the Finance (No. 2) Act, 2024, brought into force from 1 November 2024 vide Notification No. 17/2024-Central Tax · 2024-11-01
Section 11A empowers the Government, on the GST Council's recommendation, to notify that tax which was not levied or was short levied because of a generally prevalent trade practice need not be recovered. This gives statutory backing to the long-used device of regularising past periods on an 'as is where is' basis when a circular clarifies a disputed rate or classification, and protects taxpayers who followed the industry-wide understanding in good faith.
Practical effect: When a CBIC circular clarifies a rate you were charging differently, check whether the past period has been regularised before agreeing to pay any differential demand.
