GSTN removed the requirement to select a refund period in chronological order for certain refund categories, so a claim need not follow strict sequence, and moved those categories to invoice-based filing. For export of services with payment of tax, supplies to special economic zone units with payment of tax, and deemed export claims by the supplier, the applicant uploads the specific invoices in the relevant statement and those invoices are then locked against a repeat claim. All returns due up to the date of the claim must be filed.
Why this matters: Keep returns current and your export invoice register clean, since refunds are now claimed invoice by invoice and each invoice can be used only once.

Refund claims for unutilised credit on zero-rated exports of July to September 2017 were filed on 21 September, 9 October and 10 October 2018, returned through deficiency memos, and resubmitted later. The appellate authority treated the resubmissions as fresh applications and rejected them as time-barred. The Court allowed three of the five petitions and quashed those orders, holding that the original applications were within two years of the exports and that a resubmission after curing deficiencies cannot start a new limitation period, the 2021 proviso to Rule 90(3) not applying retrospectively.
What to do about it: Chennai exporters whose refund was returned by a deficiency memo should preserve the original ARN and acknowledgement — limitation is counted from that first filing, not the re-filed one.
Notification No. 3/2025-Compensation Cess (Rate), dated 31 December 2025 · 2025-12-31
Issued with the tobacco rate notification, this reduces the compensation cess rate to nil on pan masala, tobacco and the related products that had continued to bear cess after September 2025, with effect from 1 February 2026. Since the goods simultaneously moved to the forty per cent GST rate, the combined burden is broadly preserved while the cess itself is retired, bringing the compensation cess levy introduced in July 2017 to an end for practical purposes.
What it means for you: From 1 February 2026 no compensation cess is charged on any goods, so cess columns in invoices, returns and accounting software should be closed out.
