Individual life insurance and individual health insurance policies, including family floater and senior citizen policies, along with their reinsurance, were fully exempted from GST. Service rates were realigned to the two-slab structure, and the treatment of local delivery services provided through e-commerce operators was clarified within the package.
Practical effect: Insurance premiums for individual policies carry no GST from 22 September 2025, and service businesses should re-examine their rate positions under the restructured schedules.
CBIC Instruction No. 03/2025-GST · 2025-04-17
Responding to widespread complaints about arbitrary queries, CBIC directed registration officers to seek only the documents listed in Form GST REG-01. For rented premises a valid rent agreement with the owner's ownership proof suffices; for owned premises any one ownership document is enough; no-objection certificates suffice for consent premises. Officers must not demand physical originals, question the applicant's residential address or business activity, or raise presumptive queries, and any query must be specific and approved by the Deputy or Assistant Commissioner.
What it means for you: If a registration query asks for documents outside the prescribed list, cite this instruction in your REG-04 reply and escalate to the jurisdictional Commissioner if it persists.
26th GST Council Meeting, New Delhi — 10 March 2018 (PIB Release ID 1523715) · 2018-03-10
The liability to pay tax on reverse charge basis on supplies received from unregistered persons, already suspended at the 22nd meeting until 31 March 2018, was deferred further to 30 June 2018. A Group of Ministers was appointed to examine the modalities of implementation so that no inconvenience would be caused to trade and industry. The provision was ultimately never revived in its original form and was replaced by a narrower, notified-goods version at the 28th meeting.
What it means for you: Section 9(4) reverse charge on ordinary unregistered purchases never operated after 12 October 2017, which is a complete answer to demands raised on that footing for later periods.
