Entry 66 exempts services supplied by an educational institution to its students, faculty and staff, and services relating to admission to or conduct of examinations. It also exempts transportation of students, catering including any government-sponsored mid-day meal scheme, security, cleaning and housekeeping supplied to an institution, but only where that institution provides education up to higher secondary level. An educational institution is one whose output leads to a qualification recognised by law, so private coaching classes fall outside the exemption.
Practical effect: A Chennai coaching centre or competitive-exam institute is fully taxable, while a recognised school or college is exempt, and the two must never be treated alike.

The Supreme Court held that the doctrine of mutuality survived the Forty-sixth Constitutional Amendment. Supplies of food, drink and services by an incorporated members' club to its own members are not a sale or a service to another person, so sales tax and service tax could not be levied. Note that GST law was later amended, with retrospective effect from 1 July 2017, to specifically tax supplies between a club or association and its members.
What it means for you: Chennai clubs, associations and resident welfare bodies cannot rely on mutuality under GST any longer, as the law was amended to override this ruling.

Clarifying the new clause (ca) of Section 10(1) of the IGST Act, CBIC stated that when goods are supplied to an unregistered person and the billing address differs from the delivery address, the place of supply is the delivery address recorded on the invoice. This principally affects e-commerce transactions, where a buyer may bill in one State and ship to another, and determines whether the seller charges CGST-SGST or IGST.
