Notification No. 13/2017-Central Tax dated 28.06.2017 · 2017-06-28
This notification fixed the rates of interest under the CGST Act. Interest on delayed payment of tax under section 50(1) is eighteen per cent per annum. Interest where credit is taken in excess or output liability is reduced in excess under section 50(3) is twenty four per cent per annum. Interest on delayed refunds under section 56 is six per cent per annum, rising to nine per cent where the refund arises from an appellate order.
Why this matters: Every interest computation in a Chennai demand notice or refund claim runs off these rates, and the eighteen and twenty four per cent distinction is frequently worth contesting.

The Council approved the draft SGST law and the draft UTGST law, completing the legislative package begun at the previous meeting, and also approved amendments to the GST (Compensation to States) Bill including the ceiling rates at which compensation cess could be imposed. Placing the cess ceilings in the statute meant that later cess increases, such as the one on cigarettes a few months afterwards, could be made by notification without returning to Parliament.
Why this matters: Tamil Nadu's own SGST Act follows the template approved here, which is why the State and Central provisions a Chennai business faces are near-identical.
Circular No. 139/09/2020-GST dated 10 June 2020 · 2020-06-10
Circular 135/05/2020 had restricted refund of accumulated input tax credit to invoices reflected in FORM GSTR-2A, which caused difficulty because credit on imports, on invoices issued by an input service distributor and on supplies liable to reverse charge never appears there. CBIC clarified that the restriction was never intended to cover those categories, and that refund of credit availed on such documents continues to be allowed on the strength of the documents themselves.
Why this matters: Importers and firms paying reverse charge in Chennai should quote this circular if a refund officer disallows credit merely because it is absent from GSTR-2A.
