Hair oil and shampoo, toilet soap in the form of bars and cakes other than industrial soap, toothpaste, tooth powder and dental floss were moved into Schedule I at five per cent from 22 September 2025, down from eighteen per cent. Other soaps and organic surface-active preparations, and dentifrices other than the listed items, remain in Schedule II at eighteen per cent, so the concession is confined to the everyday personal care items the Council named.
Why this matters: FMCG distributors must apply five per cent only to the named items and keep the balance of the toiletries range at eighteen per cent, since the split within one chapter is easy to get wrong.

The 56th GST Council meeting approved the biggest structural reform since 2017, replacing the 5, 12, 18 and 28 per cent slabs with a two-rate structure — a 5 per cent merit rate and an 18 per cent standard rate — plus a 40 per cent de-merit rate for a narrow set of luxury and sin goods. Most items at 12 per cent moved to 5 per cent and most at 28 per cent moved to 18 per cent. The new rates took effect from 22 September 2025 and remain in force.

The head office procured common input services for factories and branches in other States. The Maharashtra Appellate Authority for Advance Ruling held that credit on such third party services must be distributed through an Input Service Distributor registration and not by raising a tax invoice, and that internally generated services rendered by the head office to its other registrations must be cross charged. CBIC Circular No. 199/11/2023-GST dated 17 July 2023 later softened the employee cost aspect.
