This notification waived the excess of the late fee payable under section 47 for delayed filing of FORM GSTR-3B from the month of October 2017 onwards, so that the fee is restricted to Rs 25 per day of delay under CGST, and to Rs 10 per day where the total central tax payable in the return is nil. With the matching State tax component, the effective fee became Rs 50 and Rs 20 per day respectively.

GSTN enabled reporting of negative values in Table 3.1 of GSTR-3B from the January 2025 period onwards. Where credit notes issued in a month exceed outward supplies, the net negative figure now auto-populates instead of being forced to zero. The resulting negative liability is carried in the taxpayer's records and automatically adjusted against the liability of subsequent tax periods, removing a long-standing distortion for businesses with heavy sales returns.
What to do about it: Businesses with seasonal returns or large credit notes no longer need workarounds; let the negative figure flow and track its set-off next month.

The Council decided that all taxpayers would file GSTR-3B with payment of tax by the 20th of the succeeding month until March 2018, and that for GSTR-1 taxpayers would be divided by turnover. Those with annual aggregate turnover up to Rs 1.5 crore would file GSTR-1 quarterly, and those above that figure monthly, with a detailed table of due dates. Filing of GSTR-1 was to continue without requiring GSTR-2 and GSTR-3 for the previous period.
