CBIC replaced the single 20th-of-the-month GSTR-3B deadline with a staggered system. Taxpayers with aggregate turnover of Rs 5 crore or more in the previous financial year continued to file by the 20th. Smaller taxpayers were split by State: those in Tamil Nadu and the other southern and western States were given the 22nd, while the northern and eastern States were given the 24th. The arrangement was first notified for the January to March 2020 returns.
Practical effect: A Chennai business below Rs 5 crore turnover files GSTR-3B by the 22nd, not the 20th, and late-fee notices computed from the 20th should be contested.
GSTN Advisory, 2022 — Phase-II of mandatory HSN reporting in Table 12 of GSTR-1 from 1 November 2022 · 2022-11-01
Mandatory HSN reporting in Table 12 of GSTR-1 was introduced in phases from 1 April 2022, when the portal began flagging missing or short codes in warning mode. In Phase-II, from the November 2022 return period, taxpayers with annual aggregate turnover up to Rs 5 crore had to report at least four-digit HSN codes for all business-to-business supplies in Table 12, and taxpayers above Rs 5 crore had to report six digits for all supplies. Phase-III in 2025 went further and replaced manual entry with selection from a dropdown of valid codes.
Practical effect: Correct HSN codes once at the item-master level, so that each successive tightening of portal validation does not force fresh rework.

Following the 50th GST Council meeting, CBIC clarified that supply of food and beverages at the snack counters of a cinema hall is taxable as restaurant service at 5 per cent without input tax credit, provided it is supplied independently of the cinema exhibition service. Where a ticket and food are clubbed into a single package, the transaction is a composite supply with exhibition as the principal supply and the ticket rate applies to the whole amount.
How we apply it: Chennai multiplex operators should keep counter sales separately invoiced from tickets, otherwise the entire combo value gets taxed at the higher exhibition rate.
