Trade Profile and GST Jurisdiction for 5th circular road, Agaram

Agaram is a tight grid of workshops and homes between Peravallur and Sembium, with tailoring and hosiery units, footwear stitchers, cycle and two wheeler mechanics and small foundries along Loco Works Road and Kumaran Nagar Main Road. Market Street, Temple Road and the Paper Mills Road frontage carry grocery and rice wholesalers serving the Perambur belt, while Jaganathan Colony and Bharathi Nagar hold rented workshop sheds. Composition scheme limits, unregistered job work movements and cash sale invoicing gaps drive most notices received here. We have supported businesses of exactly this profile with GST Refund RFD-01 across Agaram for years, along with clients from Peravallur and Sembium. The engagement is simple: one point of contact, a clear fee, documents over WhatsApp or in person at our Chennai office, and senior review before anything is submitted on the portal. What you get in return is clean filings, archived records and far fewer reasons for the department to write to you.

GST jurisdiction for Agaram (PIN 600082): businesses here generally fall under the CGST Chennai North Commissionerate. We regularly represent clients from Agaram before this jurisdiction for registrations, clarifications and notice hearings, and can confirm your exact division and range from your GSTIN. State-jurisdiction cases are handled with the Tamil Nadu Commercial Taxes Department.
GST for IT and SaaS Companies in Agaram
IT and SaaS services are taxed at 18 percent domestically, but the real complexity is qualifying overseas billing as export under Section 2(6) of the IGST Act: the recipient must be outside India, consideration must arrive in convertible foreign exchange or INR where RBI permits, and the Indian entity and foreign recipient must not be mere establishments of the same person. Marketing or support arms serving a foreign parent risk classification as intermediaries under Section 13(8), making the place of supply India and the income taxable. Supplies to SEZ units are zero-rated with proper endorsements. A specialist structures contracts and invoicing so export status survives departmental scrutiny.
A GST-focused Chennai practice provides GST Refund RFD-01 in Agaram with senior review, reconciliation against portal data and written fee quotes from Rs.4,999, rather than template filings from anonymous online portals.
Why Us

Why 5th circular road, Agaram Businesses Choose ChennaiGST

Not a bulk-filing portal. A senior consultant knows your file, your jurisdiction and your deadlines.

✓

Reverse Charge Tracked, Not Forgotten

Freight paid to transporters, advocate fees, imported services and other notified supplies attract GST under reverse charge, with self-invoicing where the supplier is unregistered. We maintain a running RCM check every period, because this is the liability self-filers most consistently miss.

✓

Job Work Movements Tracked Through ITC-04

Goods sent to job workers must move on delivery challans, return within the statutory period, and be reported in ITC-04. We track every outward and return leg for manufacturing clients in Agaram, so inputs sent out for processing never quietly convert into a deemed supply carrying tax and interest.

✓

E-Invoice and E-Way Bill Fluency

E-invoicing is mandatory once turnover crosses Rs.5 crore and e-way bills apply to goods movements above Rs.50,000. We set up, train and troubleshoot both systems, so your despatches from Agaram are never held up by a compliance gap at the gate.

✓

GSTR-9 and GSTR-9C Handled In-House

The annual return and, where turnover crosses Rs.5 crore, the self-certified reconciliation statement in GSTR-9C are prepared by the same team that filed your monthly returns. Nothing about your year has to be rediscovered or explained to a stranger in December.

✓

QRMP Managed Properly, Not Just Opted Into

Quarterly filing still demands monthly attention — IFF uploads so your buyers see their credit on time, and tax payment through PMT-06 by the 25th for the first two months of each quarter. We run that monthly rhythm so QRMP saves you effort without creating gaps.

✓

Multi-GSTIN and Branch Coordination

Businesses with registrations in more than one State, or multiple branches under one PAN, face cross-charge, stock transfer and input service distribution questions that single-GSTIN firms never see. We keep all your registrations consistent with each other, not just compliant individually.

How It Works

Our GST Refund Process

Eligibility and computation

We identify the correct refund category, confirm the two-year limitation from the relevant date, and compute the admissible amount using the formula prescribed under the rules.

Document compilation

Invoices, shipping bills, FIRCs, the LUT and ledger extracts are compiled into the prescribed statements, and gaps that commonly cause deficiency memos are fixed upfront.

RFD-01 filing

The refund application is filed on the portal with all annexures and declarations, and the acknowledgement in RFD-02 is tracked within the statutory fifteen days.

Departmental follow-up

We respond to any deficiency memo in RFD-03 or show cause notice in RFD-08, appear through written submissions, and pursue provisional refund where the category permits.

Sanction and credit

We track the sanction order in RFD-06 and payment advice in RFD-05, confirm the credit in your validated bank account, and archive the complete claim file.

Clarity on What You Actually Owe

Each period you receive a simple computation showing output tax, credit utilised and net cash payable, so GST becomes a number you understand and question rather than a figure you accept blindly.

Why a Specialist Matters

With ChennaiGST vs Doing It Yourself

AspectWith ChennaiGSTDIY / Unattended
Registration and amendmentsQuery-resistant applications prepared correctly the first time, with supporting documents matched to what proper officers actually verify.Repeated clarification memos and resubmissions, with weeks lost because a rent agreement or premises photograph did not meet expectations.
Record keepingEvery return, challan, acknowledgement and working paper archived in an organised folder, retrievable in minutes years later.Documents scattered across email, downloads and old phones; assembling records for a bank or an audit takes days.
Input tax creditPurchase register matched against GSTR-2B each period, with defaulting suppliers chased so eligible credit is actually captured.Credit claimed from books alone; mismatches with GSTR-2B mean lost credit or excess claims that invite departmental queries.
Supplier defaultsSuppliers who stop uploading invoices are identified within the period and pursued before their default becomes your blocked credit.Missing supplier invoices surface only when credit is denied, by which time recovering the amount from the vendor is difficult.
Portal credentials and dataLogins handled by a small engaged team under strict confidentiality, with credentials stored securely and never passed onward.Passwords circulating on chats with freelancers and part-timers, and no accountability for who has accessed your business data.
Refund claimsRFD-01 filed with complete statements and annexures, tracked from ARN to bank credit, with any deficiency memo answered promptly.Incomplete claims bounce back as deficiency memos while the refund sits unclaimed for months and working capital stays blocked.

GST Law Desk

Recent GST Law You Should Know — relevant to Agaram businesses

Real notifications, rulings and case law our consultants track — and apply to client filings and notice replies.

Case Law

Supreme Court disallows retrospective rectification of GSTR-3B for past periods

Union of India v. Bharti Airtel Ltd — Supreme Court, 2021 · 2021-10-28

Bharti Airtel sought to rectify its GSTR-3B for July-September 2017 to claim refund of about Rs 923 crore excess cash paid, blaming the non-operational GSTR-2A at the time. The Supreme Court set aside the Delhi High Court order permitting rectification, holding that returns can only be corrected in the period in which errors are noticed, as the law then stood, and that taxpayers must self-assess from their own books, not the portal.

Practical effect: File GSTR-3B accurately the first time — correct discovered errors in the current period per the prescribed mechanism rather than expecting retrospective revision of old returns.

Notification

The nil-rate list narrowed to goods that are not pre-packaged and labelled

Notification No. 7/2022-Central Tax (Rate), dated 13 July 2022 · 2022-07-13

This companion notification amended the exemption list so that the nil rate on cereals, pulses, flour and similar staples applies only where the goods are other than pre-packaged and labelled. Loose sale from an open sack or gunny bag remains exempt; the same commodity in a sealed retail pack bearing statutory declarations becomes taxable at five per cent. Both notifications came into force on 18 July 2022 and reshaped billing for every kirana and provision supplier.

What to do about it: The same bag of rice is nil-rated if sold loose and taxable at five per cent if sold in a labelled retail pack, so packing practice now decides the tax.

Portal Advisory

Refund claims move to invoice-based filing without chronological periods

GSTN Advisory dated 8 May 2025 — changes in the refund filing process on the portal · 2025-05-08

GSTN removed the requirement to select a refund period in chronological order for certain refund categories, so a claim need not follow strict sequence, and moved those categories to invoice-based filing. For export of services with payment of tax, supplies to special economic zone units with payment of tax, and deemed export claims by the supplier, the applicant uploads the specific invoices in the relevant statement and those invoices are then locked against a repeat claim. All returns due up to the date of the claim must be filed.

Practical effect: Keep returns current and your export invoice register clean, since refunds are now claimed invoice by invoice and each invoice can be used only once.

FAQs

Frequently Asked Questions

Straight answers from practising GST consultants — based on the CGST Act, current CBIC notifications and day-to-day portal experience.

Are there any hidden charges for GST refund RFD-01?
No. The fee quoted before we start is the fee you pay. Government fees, portal charges or statutory late fees, where they apply, are separate and disclosed to you in advance with the exact amount. We issue a proper GST invoice for our professional fee. If the scope of work changes — for example, an unexpected notice or additional periods — we tell you the revised fee before doing anything further.
What documents are required for GST refund RFD-01 in Agaram?
For GST refund RFD-01 you will generally need: Export invoices and shipping bills, for export refund claims, FIRC or bank realisation certificates for export proceeds, Copy of LUT filed in RFD-11, for exports without payment of tax, GSTR-1 and GSTR-3B filed copies for the claim period, GSTR-2B and purchase invoices supporting input tax credit. The exact list depends on your constitution — proprietorship, partnership, LLP or company — and on the specifics of your case. Send what you have on WhatsApp to +91 - 9600 606 444 and we will confirm within the same working day exactly what else is needed, so nothing is rejected later for a missing paper.
What are deemed exports and who claims the refund, the supplier or the buyer?
Deemed exports are notified domestic supplies treated like exports even though goods do not leave India, such as supplies to Export Oriented Units, supplies against Advance Authorisation, and supplies of capital goods against EPCG authorisation. Tax is paid on these supplies, and the refund of that tax can be claimed through RFD-01 by either the recipient or, where the recipient furnishes an undertaking that it will not claim the refund and will not avail ITC, by the supplier. The claim must be filed within two years and supported by the prescribed acknowledgements and undertakings.
I run a software services company in Agaram billing US clients. Can I claim a GST refund?
Yes, provided your supplies qualify as export of services: the recipient is outside India, payment is received in convertible foreign exchange, and you and the client are not merely establishments of the same person. Export of services is zero-rated, so if you supply under LUT without charging IGST, the ITC on your rent, software subscriptions and other business inputs can be refunded through RFD-01. You must attach FIRC or bank realisation certificates proving foreign exchange receipt. Many IT exporters in Agaram accumulate lakhs in unclaimed credit; call +91 - 9600 606 444 for a free eligibility review.
How can I track my GST refund status, and is there help near me in Chennai?
Log in to the GST portal and go to Services, then Refunds, then Track Application Status, where each ARN shows its stage: filed, acknowledged, provisional refund issued, or final order passed. For IGST-paid exports, refund status is tracked on ICEGATE against the shipping bill. If an application shows no movement past sixty days, you are entitled to interest on the delayed amount and can escalate through a grievance on the portal. ChennaiGST assists businesses across Agaram with follow-up and escalation of stuck refunds; call +91 - 9600 606 444 with your ARN for a status review.
What is the time limit for filing a GST refund application?
Form RFD-01 must be filed within two years from the relevant date defined in Section 54 of the CGST Act. For export of goods, the relevant date is the date the ship or aircraft leaves India; for export of services, it is the date of receipt of foreign exchange or the invoice date, whichever is later; for inverted duty structure, it is the due date of the return for the period in which the claim arises. Missing the two-year window makes the refund time-barred, so track pending claims carefully and file early.
What documents do I need to attach with a GST refund application?
The documents depend on the refund category. Export refunds under LUT need a statement of invoices with corresponding shipping bill numbers and dates, or FIRC and BRC for service exports. Inverted duty claims need statements of inward and outward supplies with the Rule 89(5) computation. All claims need a declaration that the tax incidence has not been passed on, and claims above Rs.2 lakh require a certificate from a chartered accountant or cost accountant in certain cases. Uploads are limited on the portal, so annexures must be prepared compactly. Call +91 - 9600 606 444 for a category-wise checklist.
I received a deficiency memo RFD-03 against my refund claim. What should I do?
A deficiency memo in RFD-03 means the officer found your application incomplete, and the application is treated as not filed. You cannot reply to an RFD-03; you must file a fresh RFD-01 after curing the defects, and the debited ITC or cash is re-credited to your ledger. Importantly, the fresh application must still fall within the original two-year limitation, so act quickly. Read the memo carefully, fix every listed deficiency, and refile with a covering note. Businesses in Agaram that receive repeated memos usually have invoice statement formatting issues that are easy to correct professionally.
Why does the restaurant inside a hotel sometimes charge 18 percent while others charge 5 percent?
Restaurant service is generally taxed at 5 percent without input tax credit. The exception is a restaurant located in specified premises, broadly a hotel where the value of any unit of accommodation exceeded Rs.7,500 per day in the preceding financial year, or which has opted in through a declaration; there the rate is 18 percent with input tax credit. From 1 April 2025 the classification works on the previous year's actual accommodation value plus the opt-in mechanism, rather than the old declared tariff concept. Hotels around Agaram should evaluate annually whether the 18 percent with credit position is commercially better; call +91 - 9600 606 444 for the comparison.
What is the difference between GSTR-1 and GSTR-3B?
GSTR-1 is a detailed invoice-wise statement of your sales, filed by the 11th of the next month. It does not involve any tax payment but it feeds your customers' GSTR-2B for input tax credit. GSTR-3B is a self-declared summary return, due on the 20th, where you report total sales, claim input tax credit and pay the net tax in cash or through credit. Both must match; mismatches between GSTR-1 and GSTR-3B are a common trigger for notices from the department, which is why we reconcile them before every filing.
My foreign client wants to pay me in Indian rupees. Does the supply still qualify as export?
It can. The definition of export of services requires payment in convertible foreign exchange or in Indian rupees wherever permitted by the Reserve Bank of India. Under the RBI's international trade settlement mechanism introduced in July 2022, payments routed through Special Rupee Vostro Accounts of partner-country banks are permitted in INR, and such receipts satisfy the export condition. What does not qualify is a plain INR transfer from the client's Indian bank account or Indian branch. Preserve the bank advice showing the Vostro routing, because refund officers ask for it along with your invoice statement.
We pay for foreign software subscriptions and overseas consultants. Is GST payable in India?
Yes. Import of services, meaning services from a supplier located outside India received by a person in India for business, attracts IGST under reverse charge in the recipient's hands, payable in cash and claimable as ITC if eligible. This catches cloud software, foreign professional fees, overseas advertising and licence fees. Two nuances matter: services from a related foreign party, such as your parent company, are taxable even without consideration under Schedule I, and OIDAR services supplied to unregistered consumers are taxed in the foreign supplier's own hands, not under RCM. Startups and IT firms in Agaram paying by card frequently miss these entries; reconcile foreign remittances against RCM paid annually.
Is there really a penalty for not displaying my GST number at my shop?
Yes. Rule 18 of the CGST Rules requires every registered person to display the registration certificate in a prominent location at the principal place of business and every additional place, and to display the GSTIN on the name board at the entry of each such premises. There is no separate penalty provision for this lapse, so officers invoke the general penalty under Section 125, which can extend to Rs.25,000 under CGST with a matching state penalty. Inspection teams visiting Agaram markets routinely check name boards first, so a few hundred rupees of signage is the cheapest compliance in the entire GST law.
Can my GST registration be cancelled for not filing returns?
Yes. Under Rule 21A, the department can suspend a GSTIN where returns are not filed for a continuous period, and Section 29 permits cancellation where a regular taxpayer has not filed returns for six months (two quarters for QRMP, and a composition taxpayer defaulting on the annual return beyond three months). During suspension you cannot issue tax invoices or file returns, which freezes the business. If cancellation happens, revocation must be sought through REG-21 within 90 days after clearing all dues. If you have received a suspension notice in Agaram, call +91 - 9600 606 444 immediately.
I buy electronics stock from distributors in other states. How does the IGST on purchases work for me?
Inter-state purchases carry IGST, which flows into your GSTR-2B once the distributor files GSTR-1, and it is fully available as input tax credit. When you sell locally in Tamil Nadu you charge CGST and SGST, and the law lets you use IGST credit against both, with the portal applying the set-off order automatically. There is no cost disadvantage in buying from out-of-state distributors, provided they are compliant filers; a distributor who files late delays your credit by a month. Track supplier filing discipline as part of vendor selection. Retailers in Agaram can call +91 - 9600 606 444 for a supplier compliance scorecard.
If I open a bulk bag and sell rice loose by weight, is that sale taxable?
No. The 5% levy on specified food items applies only when they are supplied in pre-packaged and labelled form in packs up to 25 kilograms. When a retailer opens bulk stock and weighs out loose quantities against each customer's order, the supply is not of a pre-packaged commodity, so it remains exempt. What you cannot do is sell an intact labelled retail pack and bill it as loose. Keep purchase records showing bulk procurement and maintain the loose counter separately from the packed shelf, because officers test this distinction during inspections of grocery businesses. When in doubt on a product, call +91 - 9600 606 444.
My customer says he cannot claim ITC because of my late filing. Is that correct?
Yes, he is right. A buyer can claim input tax credit only for invoices appearing in his GSTR-2B, which is generated from suppliers' GSTR-1 and IFF filings. If you file GSTR-1 after the 11th, your invoices miss that month's GSTR-2B and your customer's credit gets pushed to the next month, straining his working capital. Repeated delays lead buyers to withhold the GST portion of payments or move to more compliant vendors. Timely GSTR-1 filing is therefore a commercial necessity, not just a legal one. ChennaiGST ensures clients in Agaram never face this complaint.
What is the GST rate for salons, gyms and yoga centres?
From 22 September 2025, beauty and physical well-being services, covering salons, barbers, beauty parlours, gyms, fitness centres and yoga institutes, attract 5 percent GST without input tax credit, reduced from the earlier 18 percent. The condition attached to the concessional rate is important: because credit is barred, the GST paid on your rent, equipment, cosmetics and consumables becomes part of your cost base. Service businesses in Agaram moving to the 5 percent rate should reprice services keeping this embedded tax in mind, and must not continue charging 18 percent, since excess tax collected has to be deposited with the government.
