Responding to widespread complaints about arbitrary queries, CBIC directed registration officers to seek only the documents listed in Form GST REG-01. For rented premises a valid rent agreement with the owner's ownership proof suffices; for owned premises any one ownership document is enough; no-objection certificates suffice for consent premises. Officers must not demand physical originals, question the applicant's residential address or business activity, or raise presumptive queries, and any query must be specific and approved by the Deputy or Assistant Commissioner.
Why this matters: If a registration query asks for documents outside the prescribed list, cite this instruction in your REG-04 reply and escalate to the jurisdictional Commissioner if it persists.
Circular No. 216/10/2024-GST · 2024-06-26
This circular amends and supplements the earlier warranty circular. It extends the treatment from replacement of parts to replacement of goods or their parts, so that a full product replacement under warranty is covered on the same basis, with no GST and no credit reversal. It also addresses the position where a distributor replaces goods out of its own stock and is later replenished by the manufacturer, and the treatment of extended warranty sold separately after the original supply.

The Maharashtra Appellate Authority for Advance Ruling held that credit on such third party services must be distributed through an Input Service Distributor registration and not by raising a tax invoice, and that internally generated services rendered by the head office to its other registrations must be cross charged. CBIC Circular No. 199/11/2023-GST dated 17 July 2023 later softened the employee cost aspect.
What to do about it: Groups with a Chennai branch should confirm an ISD registration is in place, since ISD distribution became mandatory from 1 April 2025.
