This notification exempts from obtaining registration those persons who supply only goods or services on which the entire tax is payable by the recipient under reverse charge in terms of section 9(3) of the CGST Act. Typical beneficiaries are small goods transport agencies, individual advocates, and persons supplying only notified reverse charge items, because the recipient discharges the tax and the supplier has no output liability to report.

CBIC explained the effect of the newly inserted rule 88A: integrated tax credit must first be used against integrated tax liability, and the balance may then be applied against central tax and State tax liability in any order and in any proportion, before central and State credit is touched.

At its very first meeting the Council debated exemption thresholds ranging from Rs 10 lakh to Rs 25 lakh and finally agreed that a business would not need GST registration until its aggregate turnover crossed Rs 20 lakh. For the eleven Special Category States listed in Article 279A of the Constitution, the threshold was set at Rs 10 lakh. The Chairperson recorded that the figure would be reviewed after five years, once the compensation guarantee to States had run its course.
What to do about it: The Rs 20 lakh figure that still governs whether a small Chennai service business must register was settled at this meeting and has been the starting point for every later threshold change.
