A committee of officers was directed to fit individual goods and services into those slabs. Proposals for a 40 per cent slab were rejected.

For supplies received from unregistered persons that are taxable under reverse charge, CBIC clarified that the Section 16(4) time limit for availing input tax credit is reckoned from the financial year in which the recipient issues the self-invoice, not the year of the supply itself. Where the self-invoice is issued belatedly, the recipient may still claim credit but is liable to interest for delayed tax payment and possible penal action for the documentation delay.
What to do about it: Missed reverse-charge liabilities of earlier years can still be regularised with credit intact by issuing the self-invoice now and paying tax with interest.

The Supreme Court held that the same transaction may have a goods aspect and a service aspect, and different legislatures may tax different aspects, but the same element cannot be taxed twice. A composite contract cannot be split into goods and services except in the cases specifically permitted by Article 366(29A), such as works contracts and catering. The dominant nature test was applied to decide the character of the contract.
