The Supreme Court held that the transaction value declared by an importer must ordinarily be accepted. Before rejecting it, the proper officer must have a reasonable doubt based on certain material and specific reasons, must communicate those grounds to the importer, and must give an opportunity to explain. A mere suspicion, or reliance on price data without disclosure, is not sufficient to displace the declared value.

Notification No. 18/2022-Central Tax · 2022-09-28
This notification brought most of the Finance Act, 2022 amendments into force from 1 October 2022. Section 16(4) was amended so that input tax credit for a financial year can be claimed up to 30 November of the following year instead of the due date of the September return. The same deadline now applies to issuing credit notes under Section 34 and to rectifying errors in GSTR-1 and GSTR-3B. Section 41 was also substituted to remove provisional credit and sequential filing of returns was mandated.
Practical effect: A Chennai business gets until 30 November to pick up missed credit and to issue credit notes for the previous year, which is the single most important annual deadline after the returns themselves.
GSTN Advisory, September 2024 — implementation of the reduced Table 5 threshold notified by Notification No. 12/2024-Central Tax, dated 10 July 2024 · 2024-09
The threshold for invoice-wise reporting of inter-state supplies to unregistered persons in Table 5 of GSTR-1 and the corresponding table of GSTR-5 was reduced from Rs 2.5 lakh to Rs 1 lakh. GSTN implemented the change on the portal and advised taxpayers that each inter-state business-to-consumer invoice above Rs 1 lakh must now be reported separately with the place of supply, instead of being merged into the consolidated state-wise summary in Table 7.
Why this matters: Configure your billing software to flag inter-state retail bills above Rs 1 lakh, since a wrong place of supply here creates state-level revenue mismatch notices.
