This notification amended the CGST Rules to notify the format of the annual return. FORM GSTR-9 was prescribed for ordinary registered persons and FORM GSTR-9A for those who had paid tax under the composition levy. The form requires consolidation of outward supplies, inward supplies liable to reverse charge, input tax credit availed, reversed and ineligible, tax paid, and details of transactions of the previous year declared in the following year's returns.

The Supreme Court held that the transaction value declared by an importer must ordinarily be accepted. Before rejecting it, the proper officer must have a reasonable doubt based on certain material and specific reasons, must communicate those grounds to the importer, and must give an opportunity to explain. A mere suspicion, or reliance on price data without disclosure, is not sufficient to displace the declared value.
What to do about it: A Chennai importer facing enhancement of assessable value should insist on written reasons and the comparable data relied upon before accepting any revision.
GSTN Advisory dated 23 August 2024 — Rule 10A bank account furnishing · 2024-08-23
GSTN advised that under Rule 10A of the CGST Rules, registered taxpayers must furnish valid bank account details within 30 days of registration or before filing GSTR-1 or IFF, whichever is earlier. From 1 September 2024 the portal blocks GSTR-1 and IFF filing for taxpayers whose bank account details are not available and validated on the portal. The measure targets fraudulent registrations created without genuine banking trails.
What it means for you: Newly registered businesses should add and validate their bank account on the portal immediately after registration to avoid a filing blockage.
