Practical effect: This process produced the Kerala flood cess of 2019, the only State-specific GST cess so far, and set the template for how any similar Tamil Nadu levy would have to be approved.

From 22 September 2025 articles of apparel and clothing accessories of Chapters 61 and 62, other made-up textile articles of Chapter 63 and footwear of Chapter 64 attract five per cent where the sale value does not exceed Rs 2,500 per piece or per pair, and eighteen per cent where it exceeds that figure. The old thresholds of Rs 1,000 for garments and the flat twelve per cent on all footwear are gone, and the test is sale value, not maximum retail price.
What to do about it: A T. Nagar garment or footwear retailer must map every stock keeping unit against Rs 2,500 of actual sale value, because that single figure determines whether five or eighteen per cent applies.

Input tax credit of about Rs 8.21 lakh for 2017-18 and Rs 3.53 lakh for 2018-19 was denied because of mismatches between the suppliers' GSTR-1 and the recipient's GSTR-2A. The Court declined to interfere in writ jurisdiction, holding that where suppliers do not act on requests to correct their returns the credit availed is liable to be repaid, and that the appropriate remedy is a statutory appeal under Section 107. Thirty days were given to file the appeal.
Practical effect: Chennai buyers should chase suppliers to amend GSTR-1 within the statutory window; once an assessment order is passed, the High Court will usually push the matter to appeal.
