Trade Profile and GST Jurisdiction for D'Mellows Salai, Choolai

Every locality in Chennai has its own commercial rhythm, and Choolai is no exception. Choolai is a goods-movement hub of hardware merchants, steel and timber traders, printing presses and godowns concentrated on Choolai High Road and Sydenhams Road. Consignments constantly cross the Rs.50,000 e-way bill threshold, and reverse charge on goods transport agency freight is routinely missed, making e-way bill discipline and RCM reporting in GSTR-3B the area's chief compliance pain. Our practice has shaped its GST Refund RFD-01 work around exactly these realities, serving clients in Choolai as well as Purasawalkam and Vepery. Registrations, returns, refunds and notice replies are handled by one accountable team, with fees fixed in writing before work begins and every filing reconciled against portal data before it is submitted.

GST jurisdiction for Choolai (PIN 600112): businesses here generally fall under the CGST Chennai North Commissionerate. We regularly represent clients from Choolai before this jurisdiction for registrations, clarifications and notice hearings, and can confirm your exact division and range from your GSTIN. State-jurisdiction cases are handled with the Tamil Nadu Commercial Taxes Department.
GST for Printing and Packaging Units in Choolai
Printing turns on who supplies the content: when the customer provides the matter and you supply paper and ink, the transaction is a printing service, but printing on customer-supplied paper is job work with its own rates. The output rates diverge sharply too, with printed books nil-rated, brochures and leaflets at 5 percent, and cartons and corrugated boxes reduced to 5 percent from 22 September 2025. Misclassifying between goods chapters and service codes is the commonest audit finding in this trade. A specialist settles the goods-versus-service call for each product line, applies the right HSN or SAC, and documents job work flows with proper challans.
The cost of GST Refund RFD-01 in Choolai starts at Rs.4,999 as a fixed professional fee quoted upfront, with any government fees shown separately and no hidden additions later.
Why Us

Why D'Mellows Salai, Choolai Businesses Choose ChennaiGST

Not a bulk-filing portal. A senior consultant knows your file, your jurisdiction and your deadlines.

Extra Hands During Filing Windows

In the days before the 11th and the 20th, our team runs extended hours and a strict internal queue, so a client who sends data late in the window is still filed on time. Peak-season crush at our end never becomes a late fee at yours.

Every Return Reviewed by a Senior Consultant

No filing leaves our desk on a junior's judgement alone. A senior GST practitioner reviews your figures, ITC claims and tax computation before submission, so errors are caught at our table and not by the department months later through a notice.

Ledger Housekeeping on the Portal

Your cash ledger, credit ledger and liability register are reviewed regularly, not just at filing time. Excess balances are flagged for use or refund, and where a genuine slip surfaces, a voluntary payment through DRC-03 settles it before it can mature into a notice.

Refund and Export Experience That Shows

From filing the LUT in RFD-11 at the start of each financial year to preparing RFD-01 refund claims with complete annexures, we know what makes a refund file move. Exporters and inverted-duty businesses come to us specifically for this.

One Dedicated Point of Contact

You deal with one accountable person who knows your business, your turnover pattern and your filing history. No repeating your story to a new voice every month, and no file falling between two desks when a deadline is approaching.

Fast, Clean Registrations and Amendments

New GSTIN applications, core field amendments through REG-14, additional places of business — we prepare complete, query-resistant applications the first time. Clean paperwork is the difference between smooth approval and weeks lost answering clarification memos from the department.

How It Works

Our GST Refund Process

Eligibility and computation

We identify the correct refund category, confirm the two-year limitation from the relevant date, and compute the admissible amount using the formula prescribed under the rules.

Document compilation

Invoices, shipping bills, FIRCs, the LUT and ledger extracts are compiled into the prescribed statements, and gaps that commonly cause deficiency memos are fixed upfront.

RFD-01 filing

The refund application is filed on the portal with all annexures and declarations, and the acknowledgement in RFD-02 is tracked within the statutory fifteen days.

Departmental follow-up

We respond to any deficiency memo in RFD-03 or show cause notice in RFD-08, appear through written submissions, and pursue provisional refund where the category permits.

Sanction and credit

We track the sanction order in RFD-06 and payment advice in RFD-05, confirm the credit in your validated bank account, and archive the complete claim file.

Outcomes

What You Get

Practical outcomes our clients measure us by.

Annual Returns Without the Year-End Scramble

Because monthly data is reconciled as it happens, GSTR-9 preparation before the 31 December due date becomes a review exercise rather than a painful reconstruction of twelve untidy months.

Goods That Move Without Detention

Correct e-way bills matched to correct invoices mean your consignments clear roadside inspections cleanly, avoiding detention proceedings whose penalties can far exceed the tax on the goods being carried.

No Interest Outflows at 18 Percent

Interest on delayed GST payment runs at 18 percent per annum, which is costlier than most working capital finance. Timely computation and payment through our calendar keeps that meter permanently at zero.

Advances Treated Correctly

Advances received for services attract GST on receipt while advances for goods generally do not; applying this distinction correctly means you neither prepay tax unnecessarily nor omit a liability that surfaces later with interest.

No More Late Fees

With returns filed ahead of the statutory due dates every period, the Rs.50-per-day GSTR-3B late fee simply stops appearing in your life, and the money stays in your business where it belongs.

Lower Total Cost of Compliance

A fixed professional fee is almost always cheaper than the combination of late fees, interest, lost credit and staff hours that informal, last-minute compliance quietly accumulates over a year.

Why a Specialist Matters

With ChennaiGST vs Doing It Yourself

AspectWith ChennaiGSTDIY / Unattended
Time costRoughly an hour a month to send data and approve drafts; the portal work, reconciliation and follow-up are ours.Hours every month lost to portal errors, JSON files, OTP failures and reworking figures — usually on the due date itself.
Risk of noticesGSTR-1, GSTR-3B and GSTR-2B reconciled before filing, removing the mismatches that trigger most scrutiny notices.Inconsistent figures across returns quietly build a mismatch history that surfaces later as ASMT-10 scrutiny or a demand notice.
Portal credentials and dataLogins handled by a small engaged team under strict confidentiality, with credentials stored securely and never passed onward.Passwords circulating on chats with freelancers and part-timers, and no accountability for who has accessed your business data.
Supplier defaultsSuppliers who stop uploading invoices are identified within the period and pursued before their default becomes your blocked credit.Missing supplier invoices surface only when credit is denied, by which time recovering the amount from the vendor is difficult.
Record keepingEvery return, challan, acknowledgement and working paper archived in an organised folder, retrievable in minutes years later.Documents scattered across email, downloads and old phones; assembling records for a bank or an audit takes days.
Goods in transitE-way bills generated correctly and matched to invoices, so consignments pass roadside inspections without detention or penalty.A defective or missing e-way bill can mean detention at a checkpoint, with penalties that dwarf the tax on the consignment.

AAR Ruling

Project management consultancy for a public water project held exempt

Tamil Nadu Water Investment Company Ltd - AAR Tamil Nadu, advance ruling reported at 2019 (2) TMI 187 · 2019

The Chennai company provided management consultancy and detailed project report services to the Chennai Metro Water Supply and Sewerage Board for water related projects. It asked whether the service attracted GST. The Authority held that the supply was a pure service with no supply of goods involved, rendered in relation to a function entrusted to a municipality, and was therefore exempt from GST under the entry covering pure services supplied to government and local authorities.

How we apply it: Chennai consultants on government water and civic projects should test the pure services exemption before adding GST to their invoices.

GST Council

Council decides to introduce electronic invoicing for B2B supplies in phases

35th GST Council Meeting, New Delhi — 21 June 2019 · 2019-06-21

At the first meeting chaired by Finance Minister Nirmala Sitharaman, the Council decided to introduce an electronic invoicing system in a phase-wise manner for business-to-business transactions. The press release recorded that e-invoicing would help taxpayers with backward integration and automation of tax-relevant processes and would help authorities combat evasion, with Phase 1 proposed to be voluntary and rolled out from January 2020. This decision is the origin of the Invoice Registration Portal, the IRN and the QR code now mandatory for most mid-sized and large businesses.

How we apply it: Every later e-invoicing threshold reduction, down to the Rs 5 crore limit now applicable, traces back to this decision, so businesses crossing a threshold must set up e-invoicing from the first day of the next financial year.

Portal Advisory

CBIC answers on what counts as pre-packaged and labelled

CBIC Frequently Asked Questions on GST on pre-packaged and labelled goods, dated 17 July 2022 · 2022-07-17

A day before the change took effect, the Tax Research Unit issued FAQs explaining that the expression takes its meaning from the Legal Metrology Act, 2009 and covers commodities intended for retail sale in packs of up to twenty-five kilograms or twenty-five litres that must bear statutory declarations. A single package above that limit is not covered, nor are packs supplied to an industrial or institutional consumer. Loose sale from a large pack by a retailer does not attract the levy.

What to do about it: A fifty-kilogram rice bag sold as one package stays outside the levy, but the moment it is repacked into labelled retail bags of twenty-five kilograms or less, five per cent applies.

Frequently Asked Questions

Straight answers from practising GST consultants — based on the CGST Act, current CBIC notifications and day-to-day portal experience.

Do you provide GST refund RFD-01 for businesses on D'Mellows Salai?
Yes. We serve businesses on and around D'Mellows Salai in Choolai — shops, offices, godowns and home-run businesses alike. Document pickup can be arranged at your premises, or you can send everything on WhatsApp and complete GST refund without leaving your counter. Call +91 - 9600 606 444 and mention your location; a consultant will confirm the fee and timeline immediately.
What is the process for GST refund RFD-01?
The process runs in clear stages: Eligibility and computation; Document compilation; RFD-01 filing; Departmental follow-up. A senior consultant reviews your file at each stage rather than passing it to a data-entry desk, and you receive a confirmation with the filed documents once it is complete. You always know which stage your work is at — we update you on WhatsApp instead of leaving you to follow up.
My GST refund was rejected by the officer. Do I have any remedy?
Yes. Before rejection, the officer must issue a notice in RFD-08 and consider your reply in RFD-09, so a rejection without hearing you is itself challengeable. Against a rejection order in RFD-06, you can file an appeal in Form APL-01 before the appellate authority within three months of the order. The ITC debited for the rejected claim is re-credited through PMT-03 where applicable. Appeals on refund matters frequently succeed where the rejection was for curable documentation gaps, so preserve every acknowledgement and reply. Professional drafting of the appeal grounds materially improves outcomes.
How long does a GST refund take after filing RFD-01?
The proper officer must issue the final refund order in RFD-06 within sixty days of receiving a complete application. For zero-rated supplies such as exports, a provisional refund of ninety percent of the claim is to be granted within seven days of the acknowledgement, subject to conditions. If the refund is delayed beyond sixty days, interest is payable to you on the refund amount. In practice, clean documentation and prompt replies to any query in RFD-08 decide the actual speed. Exporters in Choolai typically see credits faster when GSTR-1, GSTR-3B and shipping data reconcile perfectly.
Can I include ITC on input services in my inverted duty refund claim?
No. Under Rule 89(5) of the CGST Rules, the refund formula for inverted duty structure considers only the net input tax credit availed on inputs, meaning goods used in making the outward supply. ITC on input services and capital goods is excluded from the computation, a position upheld by the Supreme Court in the VKC Footsteps case. That excluded credit is not lost; it remains in your electronic credit ledger for set-off against future output tax. A proper working of eligible versus ineligible credit prevents deficiency memos and partial rejections.
I deposited extra money in my GST cash ledger by mistake. Can I get it back?
Yes. Excess balance lying in the electronic cash ledger can be claimed back by filing RFD-01 under the category refund of excess balance in electronic cash ledger. This is one of the simplest refund types because no invoice statements are required; the portal auto-populates the ledger balance and you simply select the amount and the bank account for credit. This commonly happens when tax is deposited under the wrong head, for example CGST instead of IGST. Businesses in Choolai facing this issue can call +91 - 9600 606 444 and the claim can usually be filed the same day.
I export goods after paying IGST. How do I get that tax back?
For export of goods with payment of IGST, no separate RFD-01 is needed. The shipping bill filed with customs is itself treated as the refund application once you file GSTR-1 with correct shipping bill details in Table 6A and pay the tax through GSTR-3B. Customs matches the data from the GST portal with ICEGATE and credits the refund directly to your bank account. Most delays happen because of invoice mismatches between GSTR-1 and the shipping bill, or bank account validation errors, so reconcile both before filing each month.
What is the time limit for filing a GST refund application?
Form RFD-01 must be filed within two years from the relevant date defined in Section 54 of the CGST Act. For export of goods, the relevant date is the date the ship or aircraft leaves India; for export of services, it is the date of receipt of foreign exchange or the invoice date, whichever is later; for inverted duty structure, it is the due date of the return for the period in which the claim arises. Missing the two-year window makes the refund time-barred, so track pending claims carefully and file early.
We add a service charge to restaurant bills. Does GST apply on that service charge?
Yes. Whatever a restaurant collects from the customer for the supply, including any service charge added to the bill, forms part of the transaction value under Section 15, so GST at 5% applies on the food value plus the service charge. The consumer-protection debate about whether a service charge can be levied at all is separate from GST; once it is charged, it is taxable. Tips paid voluntarily by the customer directly to staff, outside the bill, are not consideration for the supply and attract no GST. Configure your POS so the tax computes after the service charge line.
How does a used car dealer in Choolai pay GST when reselling vehicles?
A registered dealer buying and reselling used vehicles pays GST under the margin scheme on the difference between the selling price and the purchase price, with no tax payable where the margin is negative. Following the 55th GST Council's decision, notified in January 2025, the rate on this margin is a uniform 18% for all old and used vehicles, including electric vehicles, replacing the earlier split rates. Purchases from individual sellers attract no GST, and no input credit is involved in the chain. Keep vehicle-wise purchase and sale records, because the margin must be demonstrable car by car. Call +91 - 9600 606 444 for the working format.
Do I get ITC on machinery purchase in one shot or in instalments over years?
In one shot. Unlike the old VAT regime, GST allows the entire input tax credit on capital goods in the month of receipt, provided the machinery is used for taxable supplies and the invoice appears in your GSTR-2B. The one critical condition sits in Section 16(3): if you claim income tax depreciation on the GST component of the asset's cost, the credit is denied. So capitalise the machine at its value excluding GST, claim the GST as credit, and depreciate only the net cost. We regularly find fixed asset registers in Choolai where the accountant capitalised the gross amount, silently forfeiting the entire credit.
My shop's landlord in Choolai is not GST registered. Do I pay GST on the rent myself?
Yes, if you are registered. With effect from 10 October 2024, renting of any immovable property other than a residential dwelling by an unregistered person to a registered person was notified under reverse charge, so a registered tenant must pay 18 percent on the rent in cash through GSTR-3B and can claim ITC subject to the usual conditions. Composition taxpayers were subsequently excluded from this entry with effect from 16 January 2025. You must also raise a monthly self-invoice since the landlord is unregistered. Many shop and godown tenants in Choolai remain unaware of this recent entry; call +91 - 9600 606 444 to regularise past months.
Is GST payable on my YouTube AdSense earnings?
AdSense payments come from a Google entity located outside India and are remitted in convertible foreign exchange, so for an Indian creator this revenue generally qualifies as export of services, zero-rated when supplied under an LUT after registration. The income still counts towards your Rs.20 lakh aggregate turnover, so a creator whose combined receipts cross the threshold must register even if the entire revenue is export. Brand sponsorships from Indian companies, by contrast, are domestic supplies taxable at 18 percent. Keep the remittance advices safely, as they establish the forex receipt if you later claim a refund of input tax credit.
I hold stock purchased before the September 2025 rate cuts at higher tax rates. What happens when I sell it now?
You charge the rate in force on the date of supply, so goods sold on or after 22 September 2025 carry the new lower rate even if you bought them when the rate was 12% or 28%. The input tax credit you took at the old, higher rate remains fully intact in your credit ledger and is not restricted merely because output is now taxed lower; it simply sets off across your overall liability. No stock declaration was required for this transition. What traders in Choolai must avoid is selling old-MRP stock at prices that ignore the tax cut without reviewing pricing. Call +91 - 9600 606 444 for a transition check.
How is the place of supply decided when I sell goods?
Section 10 of the IGST Act gives the tests. Where the sale involves movement of goods, the place of supply is the location where the movement terminates for delivery to the recipient, whoever arranges the transport. Where there is no movement, it is the location of the goods at the time of delivery, which covers over-the-counter sales and sales of installed machinery in place. Where goods are assembled or installed at site, the place of supply is the site of installation. Getting this right decides whether you charge CGST plus SGST or IGST, and a Choolai seller delivering to a Bengaluru buyer charges IGST because delivery terminates in Karnataka.
Is a pure labour contract for building a house exempt from GST?
Two exemptions exist for pure labour contracts, meaning contracts where the contractor supplies only labour and the owner buys all materials. First, construction, erection or installation of original works pertaining to a single residential unit, otherwise than as part of a residential complex, is exempt. Second, pure labour services under the Pradhan Mantri Awas Yojana for beneficiary-led individual house construction are exempt. Outside these, labour contracts are taxable at 18 percent. A mason team building one independent house in Choolai on labour-only terms therefore charges no GST, but the same team working on an apartment project must.
Does buying from unregistered dealers attract reverse charge for everyone?
No. The general reverse charge on all unregistered purchases under Section 9(4) was never fully implemented and now applies only to notified classes, principally real estate. A promoter must procure at least eighty percent of inputs and input services from registered suppliers for a project; on any shortfall, the promoter pays 18 percent under RCM, and cement purchased from an unregistered dealer attracts RCM at the rate applicable to cement, 18 percent since the September 2025 rate rationalisation reduced it from 28 percent, irrespective of the eighty percent test. Transfer of development rights and long-term leases to promoters are also covered. An ordinary trader or service provider in Choolai buying stationery from an unregistered shop has no Section 9(4) liability at all.
What is the place of supply for freight and courier charges on goods?
For transportation of goods, including by courier, Section 12(8) fixes the place of supply as the location of the recipient where the recipient is registered. Where the recipient is unregistered, it is the location where the goods are handed over for transportation. So a registered Choolai manufacturer paying a transporter for a Chennai-to-Delhi movement has Tamil Nadu as the place of supply, and the RCM liability is paid as CGST plus SGST if the transporter is also in Tamil Nadu. This rule matters chiefly for paying reverse charge on GTA freight under the correct heads, because paying IGST where CGST and SGST were due creates a refund-and-repay exercise later.
Are there any hidden charges for GST refund RFD-01?
No. The fee quoted before we start is the fee you pay. Government fees, portal charges or statutory late fees, where they apply, are separate and disclosed to you in advance with the exact amount. We issue a proper GST invoice for our professional fee. If the scope of work changes — for example, an unexpected notice or additional periods — we tell you the revised fee before doing anything further.
Can I get GST refund RFD-01 done online without visiting the office?
Yes, the entire process can be handled online. You share scanned documents on WhatsApp or email, we prepare and file everything on the GST portal, and you receive the acknowledgement and filed copies digitally. Businesses in Choolai regularly complete GST refund with us without a single office visit. If a physical verification or personal hearing is required by the department, we guide you through it.
Do you provide gst refund application for small businesses and proprietorships in Choolai?
Yes. A large share of our clients in Choolai are proprietors, small traders, shop owners, freelancers and family businesses rather than large companies. The fee of Rs.4,999 and the process are the same regardless of size, and we explain the compliance position in plain language — in Tamil or English — so you understand what is being filed on your behalf and why.
