Notification No. 38/2020-Central Tax · 2020-05-05
The Central Goods and Services Tax (Fifth Amendment) Rules, 2020 permitted a registered person with no outward supplies, no input tax credit and no tax liability to furnish a nil GSTR-3B through a short message service from the registered mobile number, verified by a one-time password. The same amendment allowed registered persons who are companies to verify returns using an electronic verification code instead of a digital signature certificate, a concession first given during the lockdown.

GSTN clarified that outward supply and reverse charge figures must be entered in Table 6 even though the tax has already been paid, and arranged for wrongly created negative balances to be reversed.
