For supplies received from unregistered persons that are taxable under reverse charge, CBIC clarified that the Section 16(4) time limit for availing input tax credit is reckoned from the financial year in which the recipient issues the self-invoice, not the year of the supply itself. Where the self-invoice is issued belatedly, the recipient may still claim credit but is liable to interest for delayed tax payment and possible penal action for the documentation delay.
Why this matters: Missed reverse-charge liabilities of earlier years can still be regularised with credit intact by issuing the self-invoice now and paying tax with interest.

Section 11A empowers the Government, on the GST Council's recommendation, to notify that tax which was not levied or was short levied because of a generally prevalent trade practice need not be recovered. This gives statutory backing to the long-used device of regularising past periods on an 'as is where is' basis when a circular clarifies a disputed rate or classification, and protects taxpayers who followed the industry-wide understanding in good faith.
What it means for you: When a CBIC circular clarifies a rate you were charging differently, check whether the past period has been regularised before agreeing to pay any differential demand.

The department blocked the firm's electronic credit ledger under Rule 86A. The High Court held that this is a drastic power that can be exercised only by the Commissioner or an officer authorised by him, on reasons to believe formed independently from cogent material, and not on borrowed satisfaction taken from another officer's report. The reasons must be recorded in writing and communicated, the taxpayer must be heard at the earliest opportunity, and the block cannot continue beyond one year.
Practical effect: If your ledger is blocked, ask in writing for the recorded reasons and the rank of the authorising officer — a block resting on another officer's report is liable to be lifted.
