The 56th GST Council meeting approved the biggest structural reform since 2017, replacing the 5, 12, 18 and 28 per cent slabs with a two-rate structure — a 5 per cent merit rate and an 18 per cent standard rate — plus a 40 per cent de-merit rate for a narrow set of luxury and sin goods. Most items at 12 per cent moved to 5 per cent and most at 28 per cent moved to 18 per cent. The new rates took effect from 22 September 2025 and remain in force.

For businesses required to print a dynamic quick response code on invoices to unregistered customers, CBIC specified the content: supplier GSTIN and UPI identifier, bank account number and IFSC, invoice number and date, total invoice value and the GST amount, along with a payment cross-reference. Where the customer has already paid before the invoice is issued, the invoice must carry a cross-reference of the payment instead. Supplies through e-commerce operators or online payment modes where payment has already been made are covered by that relaxation.

NIC Advisory, January 2024 — minimum six-digit HSN code in e-way bills from 1 February 2024 · 2024-02-01
From 1 February 2024, taxpayers with annual aggregate turnover above Rs 5 crore must give at least a six-digit HSN code for goods in Part-A of the e-way bill, while taxpayers below that turnover must give at least four digits. The system validates the code against the HSN master maintained on the portal, so an incomplete or invalid code prevents generation of the e-way bill and holds up the dispatch of goods.
