This is the parent notification that fixes the CGST rate for services. It runs as a long table arranged by service accounting code, from construction and works contract under heading 9954, through accommodation, restaurant and transport services, to the residual entry that taxes any service not specifically listed. Many entries carry conditions, most commonly a lower rate available only if input tax credit is not taken. Every later services rate change since 2017 has been an amendment to this notification.

The Board answered a set of service taxability questions arising from the 52nd GST Council meeting. Among them, it confirmed that District Mineral Foundation Trusts set up by State Governments qualify as Governmental Authorities and are therefore eligible for the exemptions available to such authorities. GSTN Advisory, January 2024 — introduction of Tables 14 and 15 in GSTR-1 and the Invoice Furnishing Facility · 2024-01
From the January 2024 tax period, GSTR-1 and the Invoice Furnishing Facility carry two additional tables. Table 14 is filed by the seller and splits supplies made through an e-commerce operator between those on which the operator collects tax at source under Section 52 and those on which the operator itself pays tax under Section 9(5). Table 15 is filed by the e-commerce operator for supplies on which it discharges the tax under Section 9(5).
Practical effect: Sellers on marketplaces must map each order to the correct table, because mismatches here drive notices on tax collected at source credit.
