Notification No. 47/2019-Central Tax made the annual return optional for registered persons with aggregate turnover below Rs 2 crore for the financial years 2017-18 and 2018-19. CBIC clarified that such a taxpayer who does not file FORM GSTR-9 by the due date will be deemed to have furnished it, and that a return filed after the due date will not be treated as deemed furnished. The extension was announced together with the extension of the revocation deadline so that the two reliefs could be used in sequence.
