Trade Profile and GST Jurisdiction for MRC Nagar, Foreshore Estate

Foreshore Estate, known locally as Pattinapakkam, is the coastal settlement where fishing households along Loop Road and the Trust streets meet the Adyar estuary near the Broken Bridge, with fish vending clustered around the Foreshore Estate bus terminus. Fresh fish is exempt from GST, but boat repair, ice supply, cold transport and online seafood sales are taxable, creating chronic classification and registration confusion. When businesses of this kind evaluate GST Notice Reply, the real question is not price alone but who answers when something goes wrong. We serve Foreshore Estate, Santhome and Raja Annamalaipuram on a standing commitment: responses within the same working day, senior scrutiny before every submission, and continued support if the department ever writes back on work carrying our preparation.

GST jurisdiction for Foreshore Estate (PIN 600028): businesses here generally fall under the CGST Chennai North Commissionerate. We regularly represent clients from Foreshore Estate before this jurisdiction for registrations, clarifications and notice hearings, and can confirm your exact division and range from your GSTIN. State-jurisdiction cases are handled with the Tamil Nadu Commercial Taxes Department.
GST for Professional Services Firms in Foreshore Estate
Professional firms bill at 18 percent, but the mechanics differ by profession: services of advocates to business entities are taxed in the client's hands under reverse charge, while chartered accountants, company secretaries and architects charge tax on their own invoices. Fees received in advance are taxable on receipt, and retainers must be invoiced within the time limits of Section 31(2). Amounts recovered from clients as a pure agent, such as government fees paid on their behalf, stay outside taxable value only if every condition of Rule 33 is met and documented. A specialist sets up retainer invoicing, pure agent documentation and branch cross-charges correctly; call +91 - 9600 606 444 to discuss your firm.

Why Us

Why MRC Nagar, Foreshore Estate Businesses Choose ChennaiGST

Not a bulk-filing portal. A senior consultant knows your file, your jurisdiction and your deadlines.

Notice Support Does Not Stop at Filing

If a query, ASMT-10 scrutiny notice or DRC-01 arrives on a return we filed, we stand behind our work and help you draft the reply. You are not left alone with a departmental letter and a thirty-day clock ticking against you.

Cancelled GSTIN? We Handle Revocation Too

A registration cancelled for non-filing is not the end of the road. We bring the pending returns up to date, clear the dues and file the revocation application in REG-21 within the permitted window, restoring suspended and cancelled GSTINs to active status.

E-Commerce Seller Reconciliation, Including TCS

Sellers on Amazon, Flipkart and other marketplaces face a three-way match between marketplace reports, GSTR-1 and the TCS the operator deposits against your GSTIN. We reconcile all three every period and accept the TCS credit, so sellers in Foreshore Estate never leave marketplace deductions unclaimed.

Waiver and Amnesty Windows Applied for You

Whenever the GST Council notifies a late-fee waiver or an amnesty window for pending returns or old demands, we check every client's history against it and act within the deadline. Relief that businesses in Foreshore Estate would otherwise read about after it lapsed reaches our clients in time.

Correct HSN Codes and Rates, Verified

GSTR-1 requires four-digit HSN reporting for turnover up to Rs.5 crore and six digits above it, and a wrong code often means a wrong rate. We verify the classification of what you actually supply, so your invoices and returns rest on defensible codes.

Reverse Charge Tracked, Not Forgotten

Freight paid to transporters, advocate fees, imported services and other notified supplies attract GST under reverse charge, with self-invoicing where the supplier is unregistered. We maintain a running RCM check every period, because this is the liability self-filers most consistently miss.

How It Works

Our Notice Reply Process

Notice study

We read the notice line by line, identify the section invoked, the periods covered, the exact information sought and the deadline for response.

Data reconciliation

The figures alleged in the notice are reconciled against your filed returns, GSTR-2B and books, so the reply is grounded in verifiable numbers rather than assertions.

Reply drafting

We draft a professional, point-wise reply addressing every allegation, attaching reconciliations, invoices and legal support, and share the draft with you for approval.

Filing and payment

The approved reply is filed on the portal within the deadline. Where a small genuine liability exists, we advise payment through DRC-03 to limit interest and penalty.

Closure tracking

We monitor the portal for the officer's response, attend to any further queries or hearing dates, and pursue the matter until a closure or order is received.

Outcomes

What You Get

Practical outcomes our clients measure us by.

Reduced Dependence on One Employee

When GST knowledge lives inside a single staff member, their resignation becomes a compliance crisis. With our firm as the standing process, your filings continue uninterrupted regardless of internal staff changes.

Growth Without Compliance Anxiety

New branches, new product lines and interstate sales all carry GST consequences. With standing professional support, you expand knowing registrations, invoicing and returns will keep pace with the business.

Advances Treated Correctly

Advances received for services attract GST on receipt while advances for goods generally do not; applying this distinction correctly means you neither prepay tax unnecessarily nor omit a liability that surfaces later with interest.

Every Eligible Rupee of ITC Claimed

Systematic GSTR-2B matching and supplier follow-up mean input tax credit that was leaking away under self-filing is captured each month, directly reducing the cash you pay out with every GSTR-3B.

Goods That Move Without Detention

Correct e-way bills matched to correct invoices mean your consignments clear roadside inspections cleanly, avoiding detention proceedings whose penalties can far exceed the tax on the goods being carried.

TDS and TCS Credits Converted to Cash

Amounts deducted by government buyers as GST TDS and by marketplaces as TCS are accepted on the portal each period, so money withheld against your GSTIN actually reaches your cash ledger instead of lying unclaimed.

Why a Specialist Matters

With ChennaiGST vs Doing It Yourself

AspectWith ChennaiGSTDIY / Unattended
Keeping up with changesRate changes, portal updates and new thresholds such as the Rs.5 crore e-invoice limit are tracked by us and applied to your case proactively.Changes are discovered after the fact — often through a rejected filing, a blocked e-way bill or a departmental letter.
Late fees and interestFilings go in ahead of statutory dates, so the Rs.50-per-day late fee and 18 percent interest never arise.Late fees accumulate silently every delayed day, and interest on unpaid tax runs at 18 percent per annum.
Refund claimsRFD-01 filed with complete statements and annexures, tracked from ARN to bank credit, with any deficiency memo answered promptly.Incomplete claims bounce back as deficiency memos while the refund sits unclaimed for months and working capital stays blocked.
Registration and amendmentsQuery-resistant applications prepared correctly the first time, with supporting documents matched to what proper officers actually verify.Repeated clarification memos and resubmissions, with weeks lost because a rent agreement or premises photograph did not meet expectations.
Time costRoughly an hour a month to send data and approve drafts; the portal work, reconciliation and follow-up are ours.Hours every month lost to portal errors, JSON files, OTP failures and reworking figures — usually on the due date itself.
Annual return preparationMonthly reconciliations roll naturally into GSTR-9, filed comfortably before 31 December with figures already agreed through the year.Twelve months of unmatched data reconstructed in December, with differences discovered too late to be corrected cleanly.
Law Update

GST Rulings and Notifications That Affect You — relevant to Foreshore Estate businesses

GST law moves through notifications, circulars and court decisions. These are the ones changing how filings are prepared right now.

Notification

Textile rate rise deferred at the last minute; footwear increase went ahead

Notification No. 21/2021-Central Tax (Rate), dated 31 December 2021 · 2021-12-31

On 31 December 2021, the same day as the 46th GST Council meeting convened at the instance of Tamil Nadu and other States, the Government superseded the November notification. The proposed increase on textiles was dropped, so fabrics, yarn, garments and made-ups continued at five per cent, but the footwear change survived and all footwear became taxable at twelve per cent from 1 January 2022 irrespective of price. The value threshold that had earlier kept cheap footwear at five per cent disappeared.

Why this matters: From January 2022 to September 2025 every pair of footwear attracted twelve per cent regardless of price, and rate mistakes in that window are a common scrutiny point.

Portal Advisory

Grievance redressal channel created for rejected or delayed registrations

CBIC Instruction No. 04/2025-GST · 2025-05-02

To back up the registration processing instruction, CBIC required every CGST Zone to publicise a dedicated email address for registration grievances on its website and on the notice board of the concerned office. Applicants aggrieved by improper queries, unjustified rejection or delay may write to that address with the application reference number; the zone must examine the grievance, take corrective action and report the disposal to the Directorate General of GST periodically.

Why this matters: A registration rejected on flimsy grounds need not go straight to appeal; the zonal grievance email often gets the application reopened far faster.

Case Law

A summons by the other tax authority is not the same as parallel adjudication

G.K. Trading Company v. Union of India — Allahabad High Court, Writ Tax No. 666 of 2020, judgment dated 2 December 2020, reported at 2020 SCC OnLine All 1907 · 2020-12-02

The taxpayer argued that once the state authorities had initiated proceedings, the central authority could not summon it under Section 70. The High Court held that the bar in Section 6(2)(b) applies to proceedings on the same subject matter, meaning assessment or adjudication, and that the scope of Section 70 is different and distinct. An inquiry conducted by way of summons to gather information is therefore not barred merely because another authority has already initiated proceedings.

What it means for you: A summons from a second GST wing is not automatically illegal; the stronger objection arises only when the second wing begins adjudicating the same issue.

Free Tool

Already Holding the Notice? Read It in About a Minute

Upload the PDF to our free GST Notice Analyser. It identifies which of 34 notice types you have, pulls out the DIN, GSTIN and tax period, reads the reply date printed on the notice and tells you plainly whether that date has already passed — along with the documents and reconciliations you will need. No payment, no account. If the notice does not state a date we can read, it says so rather than guessing one for you.

Analyse my notice — free WhatsApp it to a consultant

The analyser reports what your notice says and the statutory position for that form. It is not a substitute for a consultant reading your actual records, and a reply should be reviewed before you file it.

FAQs

Frequently Asked Questions

Straight answers from practising GST consultants — based on the CGST Act, current CBIC notifications and day-to-day portal experience.

What documents are required for GST notice reply in Foreshore Estate?
For GST notice reply you will generally need: Copy of the notice received, with its reference number and date, GST portal login credentials, GSTR-1 and GSTR-3B filed copies for the periods in question, GSTR-2A and GSTR-2B data for the relevant periods, Sales and purchase registers for the periods covered. The exact list depends on your constitution — proprietorship, partnership, LLP or company — and on the specifics of your case. Send what you have on WhatsApp to +91 - 9600 606 444 and we will confirm within the same working day exactly what else is needed, so nothing is rejected later for a missing paper.
Do you provide gst notice reply for small businesses and proprietorships in Foreshore Estate?
Yes. A large share of our clients in Foreshore Estate are proprietors, small traders, shop owners, freelancers and family businesses rather than large companies. The fee of Rs.2,999 and the process are the same regardless of size, and we explain the compliance position in plain language — in Tamil or English — so you understand what is being filed on your behalf and why.
What imprisonment terms does GST law prescribe, and which offences are non-bailable?
Section 132 links punishment to the amount involved: imprisonment up to five years with fine where the tax evaded or credit misused exceeds Rs.5 crore, up to three years where it exceeds Rs.2 crore, and up to one year for the Rs.1 crore to Rs.2 crore band, which after the Finance Act 2023 changes survives only for the offence of issuing invoices without supply. A repeat conviction can attract up to five years regardless of amount. Offences involving supply without invoice, invoices without supply, credit from such invoices, and collected-but-not-deposited tax are cognizable and non-bailable when the amount exceeds Rs.5 crore; everything else is non-cognizable and bailable. Courts take cognizance only with the Commissioner's previous sanction.
Can a GST officer arrest a businessman, and what safeguards exist?
Yes, but only within defined limits. Under Section 69, the Commissioner must record reasons to believe that a person has committed one of the serious specified offences, chiefly fake invoicing and evasion beyond the prosecution thresholds, before authorising arrest. For cognizable, non-bailable cases, the person must be produced before a Magistrate within twenty-four hours; for bailable offences, the Deputy or Assistant Commissioner can grant bail. Departmental instructions require that arrest is not routine and must be justified by factors like flight risk or evidence tampering. If summons in a Foreshore Estate investigation escalate toward arrest talk, engage counsel immediately; call +91 - 9600 606 444 for coordination.
My GST registration was rejected in REG-05 after a clarification notice. Can I apply again?
Yes. A rejection order in Form REG-05 does not bar you from applying afresh. You can file a new registration application after curing the defects the officer pointed out, such as an incomplete rental agreement, mismatched address proof or missing authorisation letter. Alternatively, if you believe the rejection was wrong, you can challenge the order by filing an appeal in Form APL-01 within three months. For most small businesses a corrected fresh application is faster than an appeal. ChennaiGST reviews the rejection reasons first and then recommends the quicker route for your case.
What happens if I ignore a GSTR-3A notice from the GST department?
If the return is not filed within fifteen days, the officer can complete a best judgment assessment under Section 62 and pass an order in Form ASMT-13, estimating your liability from GSTR-1 data, e-way bills and bank information. Such estimates are usually far higher than the actual dues. The assessment is deemed withdrawn if you file the valid return within sixty days of the order, on payment of late fee and interest. Beyond that, the demand becomes recoverable. Several traders in Foreshore Estate have faced bank account attachment for ignored GSTR-3A notices, so act within the fifteen-day window.
Is everyone facing GST prosecution eligible to apply for compounding?
No. The statute excludes several categories. A person who has already been allowed to compound once in respect of the specified serious offences cannot compound again. Persons accused of issuing invoices without any supply of goods or services, the classic fake billing offence, were excluded from compounding altogether by the Finance Act 2023, and anyone convicted by a court under the GST law is also barred. Notably, the same 2023 amendments removed the earlier bar on compounding where the conduct was also an offence under another law, so that ground no longer disqualifies an applicant. Eligibility should be assessed before paying the underlying dues, since payment is a precondition but not a guarantee of compounding.
How do I check whether any GST notices have been issued to my business?
Log in to gst.gov.in and go to Services, then User Services, then View Notices and Orders for registration-related communications. Crucially, adjudication notices such as ASMT-10, DRC-01A and DRC-01 appear under a separate tab called View Additional Notices and Orders, which many taxpayers never open. Also verify that the email and mobile number on your registration are current, since the portal sends alerts there. We advise Foreshore Estate businesses to check both tabs at least once a month, because a reply deadline starts running from the date of issue on the portal, not from when you happen to see it.
What are the exact steps to file a DRC-03 voluntary payment on the GST portal?
Log in and go to Services, then User Services, then My Applications, choose Intimation of Voluntary Payment DRC-03 and click New Application. Select the cause of payment, such as voluntary, show cause notice, audit or annual return, pick the section and financial year, and enter the tax, interest and penalty amounts head-wise under IGST, CGST and SGST. A saved draft remains available for fifteen days. Offset the amounts from your ledgers, sign with DSC or EVC, and download the ARN acknowledgement. Our Foreshore Estate office files DRC-03 the same day for clients; call +91 - 9600 606 444.
Can the penalty in a Section 74 fraud case be reduced by paying early?
Yes, Section 74 has a built-in incentive to settle early. If you pay the tax and interest before the show cause notice is issued, the penalty is 15 percent of the tax. If you pay within thirty days of the notice, penalty is 25 percent and the proceedings conclude. Even after the order, paying within thirty days limits penalty to 50 percent instead of 100 percent. Payments are made in DRC-03 with the correct cause selected. Whether to settle or contest depends on the strength of the fraud allegation, so have the notice evaluated professionally before choosing; call +91 - 9600 606 444 for an assessment.
I received a DRC-01 notice for ITC mismatch between GSTR-3B and GSTR-2A. How do I defend it?
Start with a supplier-wise reconciliation identifying why each credit is missing from GSTR-2A, such as the supplier filing late, quoting a wrong GSTIN or reporting B2B supplies as B2C. For FY 2017-18 and 2018-19, CBIC Circular 183/15/2022 permits proving genuine credits through supplier certificates or CA certificates, which resolves many Foreshore Estate cases. Attach tax invoices, payment proofs and ledger extracts to your DRC-06 reply to establish that the conditions of Section 16 were met. Where a supplier has genuinely defaulted, quantify and pay only that portion through DRC-03 rather than conceding the entire demand.
How is GST charged on hotel room tariffs after the rate changes?
Hotel accommodation with a value of supply up to Rs.7,500 per unit per day attracts 5 percent GST without input tax credit, a reduction from the earlier 12 percent. Rooms priced above Rs.7,500 per day attract 18 percent with full input tax credit. The rate is determined by the actual transaction value charged for the room, so seasonal discounts can change the applicable rate on the same room across bookings. Lodges and hotels around Foreshore Estate should configure billing software to test the per-day value on each invoice rather than fixing one rate for the property.
Which goods and services attract the new 40 percent GST rate?
The 40 percent rate is confined to luxury and demerit supplies. It covers aerated waters, caffeinated and other sugary carbonated beverages, large cars beyond the small-car specifications, motorcycles above 350cc, yachts, personal aircraft, and specified actionable claims such as betting, casinos and online money gaming. Pan masala and tobacco products continue under their earlier levy structure until the compensation cess obligations are discharged, after which they move to the 40 percent rate as notified. If your business deals in any of these lines, pricing and working capital need careful planning.
Our security agency does not charge GST on its bills. Is that correct?
Quite possibly, yes. Since 1 January 2019, security services meaning supply of security personnel, when provided by any person other than a body corporate to a registered person, fall under reverse charge, so the agency correctly bills without tax and you pay 18 percent through GSTR-3B in cash, claiming ITC. If your security agency is a private limited company, however, RCM does not apply and it must charge GST on its invoice under forward charge. Composition taxpayers as recipients are excluded from this entry. Confirm the agency's constitution from its PAN, because paying under the wrong mechanism creates trouble for both sides.
I hold stock purchased before the September 2025 rate cuts at higher tax rates. What happens when I sell it now?
You charge the rate in force on the date of supply, so goods sold on or after 22 September 2025 carry the new lower rate even if you bought them when the rate was 12% or 28%. The input tax credit you took at the old, higher rate remains fully intact in your credit ledger and is not restricted merely because output is now taxed lower; it simply sets off across your overall liability. No stock declaration was required for this transition. What traders in Foreshore Estate must avoid is selling old-MRP stock at prices that ignore the tax cut without reviewing pricing. Call +91 - 9600 606 444 for a transition check.
Can one invoice contain items taxed at different GST rates?
Yes, there is no requirement to issue separate invoices per rate. A single tax invoice can carry multiple line items, each with its own HSN code, taxable value, rate and tax amount, and the totals section simply aggregates the tax rate-wise. A hardware store in Foreshore Estate can bill cement at 18 percent and certain tools at 5 percent on one document. What matters is that each line is classified and taxed correctly, and that mixed baskets are not collapsed into one rate. Be careful with genuine composite supplies, where one principal supply drives a single rate; that is a classification question, not an invoicing one.
My customer says he cannot claim ITC because of my late filing. Is that correct?
Yes, he is right. A buyer can claim input tax credit only for invoices appearing in his GSTR-2B, which is generated from suppliers' GSTR-1 and IFF filings. If you file GSTR-1 after the 11th, your invoices miss that month's GSTR-2B and your customer's credit gets pushed to the next month, straining his working capital. Repeated delays lead buyers to withhold the GST portion of payments or move to more compliant vendors. Timely GSTR-1 filing is therefore a commercial necessity, not just a legal one. ChennaiGST ensures clients in Foreshore Estate never face this complaint.
How do I file Form PMT-09 to move money between heads in my cash ledger?
Log in and open Services, then Ledgers, then Electronic Cash Ledger, and select File GST PMT-09 for transfer of amount. The screen shows your balance under each major and minor head. Choose the transfer-from head and amount, choose the transfer-to head, add the details to the table, preview and file with DSC or EVC. The transfer reflects in the ledger immediately and an ARN is generated for your records. There is no limit on how often PMT-09 can be filed, and no government fee applies, so it is always the first fix for a wrong-head deposit.
