Trade Profile and GST Jurisdiction for South Leith Castle Street, Foreshore Estate

Foreshore Estate, known locally as Pattinapakkam, is the coastal settlement where fishing households along Loop Road and the Trust streets meet the Adyar estuary near the Broken Bridge, with fish vending clustered around the Foreshore Estate bus terminus. Fresh fish is exempt from GST, but boat repair, ice supply, cold transport and online seafood sales are taxable, creating chronic classification and registration confusion. Years of working in and around Foreshore Estate have shown us where GST trouble actually begins here — supplier defaults, classification doubts and deadlines lost in busy trading weeks. Our New GST Registration is built to close precisely those gaps, and the same team supports businesses in Santhome and Raja Annamalaipuram, each with one point of contact and a compliance calendar maintained on their behalf.

GST jurisdiction for Foreshore Estate (PIN 600028): businesses here generally fall under the CGST Chennai North Commissionerate. We regularly represent clients from Foreshore Estate before this jurisdiction for registrations, clarifications and notice hearings, and can confirm your exact division and range from your GSTIN. State-jurisdiction cases are handled with the Tamil Nadu Commercial Taxes Department.
GST for Restaurants and Cloud Kitchens in Foreshore Estate
Restaurant service is taxed at 5 percent without input tax credit, so GST paid on rent, kitchen equipment and packaging is a cost your menu pricing must absorb. Orders routed through Swiggy or Zomato fall under Section 9(5), where the platform itself pays the tax, yet you must still disclose those supplies separately in GSTR-1, keeping direct billing and aggregator billing distinct. A cloud kitchen running several brands from one Foreshore Estate address needs one registration with disciplined brand-wise invoicing, not separate GSTINs. A specialist splits the two order streams correctly every month and prevents double taxation of aggregator sales. Call +91 - 9600 606 444 to review your setup.
A GST-focused Chennai practice provides New GST Registration in Foreshore Estate with senior review, reconciliation against portal data and written fee quotes from Rs.1,499, rather than template filings from anonymous online portals.
Why Us

Why South Leith Castle Street, Foreshore Estate Businesses Choose ChennaiGST

Not a bulk-filing portal. A senior consultant knows your file, your jurisdiction and your deadlines.

Proactive Alerts Before Problems Become Notices

If your GSTR-1 and GSTR-3B start drifting apart, if a large supplier stops filing, or if your turnover approaches the e-invoice threshold, we flag it to you immediately. Early warnings from our side are cheaper than departmental letters later.

E-Invoice and E-Way Bill Fluency

E-invoicing is mandatory once turnover crosses Rs.5 crore and e-way bills apply to goods movements above Rs.50,000. We set up, train and troubleshoot both systems, so your despatches from Foreshore Estate are never held up by a compliance gap at the gate.

Same-Day Response, Every Working Day

Send your query on call or WhatsApp and you hear back the same working day, usually within a few hours. When a due date is close or a notice has landed, waiting two days for a reply is simply not acceptable, and we know it.

Every Return Reviewed by a Senior Consultant

No filing leaves our desk on a junior's judgement alone. A senior GST practitioner reviews your figures, ITC claims and tax computation before submission, so errors are caught at our table and not by the department months later through a notice.

Zero Tolerance for Late Fees and Interest

GSTR-3B late fees run at Rs.50 per day and interest at 18 percent per annum on unpaid tax. Our internal cut-offs sit days ahead of statutory due dates precisely so that our clients never hand the department a rupee they did not owe.

Support Through Audits and Hearings

When an ADT-01 audit intimation or a personal hearing date arrives, we compile the records, prepare the reconciliations and draft the submissions, and coordinate closely with your authorised representative. You walk into the proceeding prepared, not improvising in front of an officer.

How It Works

Our GST Registration Process

Document collection

You share PAN, Aadhaar, photographs, address proof and bank details over WhatsApp or email. We review each document against portal requirements and flag anything that could trigger an officer query.

Application preparation

We draft Form GST REG-01 with the correct business constitution, principal place of business, HSN or SAC codes and authorised signatory details, then share a summary for your confirmation.

Filing and Aadhaar authentication

The application is filed on the GST portal and we guide the authorised signatory through Aadhaar OTP authentication, which speeds up approval and usually avoids physical verification of premises.

Query handling

We track the ARN daily. If the officer issues a notice in Form REG-03 seeking clarification, we draft and file the reply in Form REG-04 within the permitted time.

GSTIN delivery and handover

Once approved, we download your registration certificate in Form REG-06, help set up portal login credentials, and brief you on invoice format, return due dates and e-way bill obligations.

Outcomes

What You Get

Practical outcomes our clients measure us by.

Compliance That Continues When You Travel

Illness, travel or a family function no longer threatens a deadline. With a standing external process holding your calendar and data trail, filings proceed on schedule whether or not you are at your desk.

Goods That Move Without Detention

Correct e-way bills matched to correct invoices mean your consignments clear roadside inspections cleanly, avoiding detention proceedings whose penalties can far exceed the tax on the goods being carried.

Credit Notes That Actually Reduce Your Tax

Sales returns, discounts and price revisions are adjusted through properly reported credit notes within the statutory window, so you never keep paying tax on turnover you have already reversed.

Every Eligible Rupee of ITC Claimed

Systematic GSTR-2B matching and supplier follow-up mean input tax credit that was leaking away under self-filing is captured each month, directly reducing the cash you pay out with every GSTR-3B.

A Clean GSTIN That Stays Active

Continuous filing protects you from the suspension and cancellation proceedings that hit chronic non-filers, so your registration, e-way bill access and ability to issue tax invoices are never suddenly cut off.

Advances Treated Correctly

Advances received for services attract GST on receipt while advances for goods generally do not; applying this distinction correctly means you neither prepay tax unnecessarily nor omit a liability that surfaces later with interest.

Why a Specialist Matters

With ChennaiGST vs Doing It Yourself

AspectWith ChennaiGSTDIY / Unattended
Registration and amendmentsQuery-resistant applications prepared correctly the first time, with supporting documents matched to what proper officers actually verify.Repeated clarification memos and resubmissions, with weeks lost because a rent agreement or premises photograph did not meet expectations.
Record keepingEvery return, challan, acknowledgement and working paper archived in an organised folder, retrievable in minutes years later.Documents scattered across email, downloads and old phones; assembling records for a bank or an audit takes days.
Keeping up with changesRate changes, portal updates and new thresholds such as the Rs.5 crore e-invoice limit are tracked by us and applied to your case proactively.Changes are discovered after the fact — often through a rejected filing, a blocked e-way bill or a departmental letter.
Annual return preparationMonthly reconciliations roll naturally into GSTR-9, filed comfortably before 31 December with figures already agreed through the year.Twelve months of unmatched data reconstructed in December, with differences discovered too late to be corrected cleanly.
Late fees and interestFilings go in ahead of statutory dates, so the Rs.50-per-day late fee and 18 percent interest never arise.Late fees accumulate silently every delayed day, and interest on unpaid tax runs at 18 percent per annum.
Supplier defaultsSuppliers who stop uploading invoices are identified within the period and pursued before their default becomes your blocked credit.Missing supplier invoices surface only when credit is denied, by which time recovering the amount from the vendor is difficult.

Circular

Further clarifications on GST valuation of corporate guarantees

Circular No. 225/19/2024-GST · 2024-07-11

Building on the earlier corporate guarantee circular, the Board clarified that the special valuation rule in Rule 28(2) applies to guarantees issued or renewed on or after 26 October 2023, and that the one per cent value is to be read as one per cent per annum of the guarantee amount, apportioned where the guarantee runs for a shorter period. It also confirmed that where the recipient is eligible for full input tax credit, the value declared in the invoice is deemed to be the open market value.

Practical effect: Chennai promoters and holding companies giving guarantees for group borrowings should compute the value annually and, where the borrower takes full credit, can adopt the invoice value.

GST Council

Composition threshold raised to Rs 1 crore

22nd GST Council Meeting, New Delhi — 6 October 2017 (PIB Release ID 1505133) · 2017-10-06

The Council raised the composition scheme threshold from Rs 75 lakh to Rs 1 crore of annual aggregate turnover, and from Rs 50 lakh to Rs 75 lakh for Special Category States other than Jammu and Kashmir and Uttarakhand, which were given Rs 1 crore. Both migrated and new taxpayers could opt in under the higher threshold up to 31 March 2018, with the option becoming operational from the first day of the month following the month in which it was exercised.

What to do about it: This brought a large part of Chennai's small trading and restaurant sector within reach of quarterly composition filing instead of monthly returns.

AAR Ruling

Renting property to a government department is still taxable

Tamil Nadu Labour Welfare Board - AAR Tamil Nadu, advance ruling reported August 2021 · 2021

The Board, based at the DMS Campus in Teynampet, Chennai, owned immovable property and let portions of it to government departments and business entities. It asked whether it needed registration and whether the rent was exempt because the tenant was the government. The Authority held that renting of commercial property by the Board to a government or a business entity is not an exempt supply, so GST was payable on the rent collected.

Why this matters: Chennai landlords letting premises to government offices must charge GST unless a specific exemption entry clearly covers the letting.

FAQs

Frequently Asked Questions

Straight answers from practising GST consultants — based on the CGST Act, current CBIC notifications and day-to-day portal experience.

Can I get new GST registration done online without visiting the office?
Yes, the entire process can be handled online. You share scanned documents on WhatsApp or email, we prepare and file everything on the GST portal, and you receive the acknowledgement and filed copies digitally. Businesses in Foreshore Estate regularly complete GST registration with us without a single office visit. If a physical verification or personal hearing is required by the department, we guide you through it.
Are there any hidden charges for new GST registration?
No. The fee quoted before we start is the fee you pay. Government fees, portal charges or statutory late fees, where they apply, are separate and disclosed to you in advance with the exact amount. We issue a proper GST invoice for our professional fee. If the scope of work changes — for example, an unexpected notice or additional periods — we tell you the revised fee before doing anything further.
Do partnership firms and private limited companies need different documents for GST?
Yes, the constitution documents differ. A partnership firm submits the partnership deed, the firm's PAN, and PAN, Aadhaar and photographs of all partners, with one partner named as authorised signatory through an authorisation letter. A private limited company submits its Certificate of Incorporation, company PAN, board resolution appointing the authorised signatory, and PAN, Aadhaar and photographs of directors; the company must sign the application with a DSC. Premises proof and bank details requirements are the same for all constitutions. An LLP follows the company pattern using its incorporation certificate and designated partner details.
I received a clarification notice on my GST application. What should I do?
The officer has issued Form REG-03 seeking clarification, additional documents or corrections, commonly for address proof mismatches or unclear photographs. You must respond in Form REG-04 through the portal within seven working days of the notice, attaching the corrected documents and a clear written explanation. If the reply satisfies the officer, registration is approved; if you fail to reply or the reply is inadequate, the application is rejected in Form REG-05 and you must apply afresh. Many applicants in Foreshore Estate come to us at exactly this stage; a precise, document-backed REG-04 usually resolves it. Call +91 - 9600 606 444 for help.
I want to sell products on Amazon and Flipkart from Foreshore Estate. Is GST registration compulsory?
Yes. If you supply goods through an e-commerce operator that collects tax at source, GST registration is mandatory irrespective of turnover; the Rs.40 lakh threshold does not protect you. The marketplaces themselves will not activate your seller account without a GSTIN. You will file GSTR-1 by the 11th and GSTR-3B by the 20th monthly, or use the QRMP scheme if turnover is up to Rs.5 crore, and you can claim credit of the TCS the platform deducts. We set up many online sellers in Foreshore Estate with registration plus first-year filing support; call +91 - 9600 606 444 for a package quote.
I sell only loose, unbranded grains and fresh vegetables. Do I need GST registration at all?
No. Under Section 23 of the CGST Act, a person engaged exclusively in supplying goods that are wholly exempt from tax is not liable to register, regardless of turnover. A trader in Foreshore Estate dealing only in loose cereals, pulses sold unpackaged, fresh fruits and vegetables therefore stays outside GST entirely. The position changes the day you add even one taxable line, such as pre-packaged branded packs, edible oil or packaged snacks; from then on the normal threshold rules apply to your aggregate turnover, which counts the exempt sales too. Review your product mix once a year, or call +91 - 9600 606 444 for a quick applicability check.
I am a doctor running my own clinic. Do I need GST registration at all?
If your entire income consists of exempt healthcare services, no. Section 23 provides that a person engaged exclusively in supplying exempt goods or services is not liable to registration, irrespective of turnover, so a practitioner earning even Rs.1 crore purely from consultations and treatment need not register. The position changes the moment taxable income enters the same PAN, such as commercial property rent, pharmacy sales to outpatients, aesthetic procedures or paid webinars for a company; then the normal Rs.20 lakh aggregate threshold applies, counting the exempt receipts too. Many doctors in Foreshore Estate cross the line through rental income without noticing.
Does a coaching centre in Foreshore Estate have to charge GST on its fees?
Yes, once registration is required. Commercial coaching and training, including NEET, JEE, banking and UPSC preparation, is taxable at 18 percent; the education exemptions cover only specified institutions, not private coaching. A coaching centre must register when aggregate fee collections cross Rs.20 lakh in a financial year, and within thirty days of crossing it. Fees collected in advance for a full course also attract tax at the time of receipt, which surprises many institutes during their first year. Our team registers coaching institutes across Foreshore Estate and sets up their invoicing correctly from day one; call +91 - 9600 606 444 to begin.
Medicines are sold at MRP. Do I add GST on top of the MRP at my medical shop?
No. MRP is the maximum retail price inclusive of all taxes, so you can never charge GST over and above it. Your invoice must instead work backwards from the price charged: for a medicine at 5%, the taxable value is the price divided by 1.05, with the balance shown as CGST and SGST. Billing software handles this automatically once items are mapped to correct rates. Charging tax above MRP invites consumer complaints under the Legal Metrology rules in addition to GST issues. Medical shops in Foreshore Estate moving from manual billing should get the inclusive-tax configuration verified once; call +91 - 9600 606 444.
Can I reply to a GST notice myself, or should I hire a professional?
For simple defaults, such as a GSTR-3A non-filing notice where you only need to file the pending return, you can manage yourself. For anything involving discrepancies or demands, ASMT-10, DRC-01A, DRC-01 or audit observations, professional drafting usually pays for itself, because your first reply frames the entire case; admissions or vague explanations made now are hard to retract at the appeal stage. A practitioner also knows which circulars and precedents apply, how to structure reconciliations officers accept, and when to pay strategically through DRC-03. Weigh the tax at stake against the fee; when the demand exceeds a few thousand rupees, hire help.
My workshop bills customers for spare parts and labour together. How should GST be charged?
The accepted practice, supported by CBIC's clarification on servicing, is that where the invoice separately shows the value of parts and the value of labour, each takes its own treatment: parts as a supply of goods and repair labour as a service at 18%. Since auto components also moved to 18% from September 2025, both lines of a typical job card now carry the same rate, which removes the old temptation to shift value between parts and labour. Still keep the split, because HSN and SAC reporting in GSTR-1 differ for goods and services. Workshops can call +91 - 9600 606 444 for invoice-format templates.
Which everyday goods now attract 5 percent GST?
The 5 percent slab now covers most household essentials that earlier fell in the 12 or 18 percent brackets: soaps, shampoos, toothpaste and toothbrushes, hair oil, bicycles, kitchen utensils and tableware. Packaged foods such as butter, ghee, cheese, namkeens, sauces, pasta, biscuits and chocolates are also at 5 percent, as are most medicines, medical devices and agricultural machinery. Apparel and footwear priced up to Rs.2,500 per piece attract 5 percent as well. Retailers in Foreshore Estate should update billing software rate masters item by item rather than assuming old rates continue.
I declare income under Section 44ADA. Does that mean I am exempt from GST?
No, this is a common myth. Section 44ADA is a presumptive taxation scheme under the Income Tax Act that lets professionals declare fifty percent of gross receipts as income; it has nothing to do with GST. GST liability depends solely on aggregate turnover crossing the registration threshold and the nature of your supplies. In fact, the two departments now cross-match data, so gross receipts reported in your ITR and Form 26AS that exceed the GST turnover you declared are a known trigger for notices. Treat the two laws as parallel obligations, each with its own limits and filings.
How is GST charged on clothes and footwear after the rate change?
The rate now turns on a per-piece price line of Rs.2,500. Apparel, made-up textile articles and footwear with a sale value up to Rs.2,500 per piece attract 5 percent GST, while pieces priced above Rs.2,500 attract 18 percent. The test applies item by item, so a single invoice from a garment shop in Foreshore Estate can carry both rates: a Rs.1,800 shirt at 5 percent and a Rs.4,000 pair of shoes at 18 percent on the same bill. Configure the billing software to test the price of each line item automatically rather than applying one blanket rate.
Our security agency does not charge GST on its bills. Is that correct?
Quite possibly, yes. Since 1 January 2019, security services meaning supply of security personnel, when provided by any person other than a body corporate to a registered person, fall under reverse charge, so the agency correctly bills without tax and you pay 18 percent through GSTR-3B in cash, claiming ITC. If your security agency is a private limited company, however, RCM does not apply and it must charge GST on its invoice under forward charge. Composition taxpayers as recipients are excluded from this entry. Confirm the agency's constitution from its PAN, because paying under the wrong mechanism creates trouble for both sides.
How do I document free samples and gifts given to customers?
Goods supplied genuinely free of cost to unrelated persons are not a supply, so no tax invoice is raised and no GST is charged; the movement is covered by a delivery challan marked as free samples. The cost is that input tax credit on those goods must be reversed. Two traps deserve care: gifts to related persons or between distinct GSTINs of the same PAN are taxable under Schedule I even without consideration, and promotional schemes like buy one get one are treated as a single price for two items, taxed normally with credit intact. Structure your Foreshore Estate promotions with this distinction in mind.
I hold stock purchased before the September 2025 rate cuts at higher tax rates. What happens when I sell it now?
You charge the rate in force on the date of supply, so goods sold on or after 22 September 2025 carry the new lower rate even if you bought them when the rate was 12% or 28%. The input tax credit you took at the old, higher rate remains fully intact in your credit ledger and is not restricted merely because output is now taxed lower; it simply sets off across your overall liability. No stock declaration was required for this transition. What traders in Foreshore Estate must avoid is selling old-MRP stock at prices that ignore the tax cut without reviewing pricing. Call +91 - 9600 606 444 for a transition check.
Our small lodge in Foreshore Estate gets bookings through online travel apps. Who pays the GST?
It depends on your registration status. If the lodge is registered, you charge GST on the accommodation and the platform collects TCS on payments routed through it, which you claim back on the portal. If the lodge is not liable to be registered, the law shifts the liability to the e-commerce operator itself under Section 9(5), so the app pays the tax on accommodation booked through it and the small lodge need not register merely because it lists online. Direct walk-in business remains within your threshold computation. Keep the platform agreements and statements, since they determine who reported the tax.
