Following the 55th GST Council meeting, CBIC clarified disputed classifications: ready-to-eat salted popcorn is taxable at 5 per cent (12 per cent if pre-packaged and labelled) while caramelised popcorn falls at 18 per cent as sugar confectionery; autoclaved aerated concrete blocks with over 50 per cent fly ash content attract 12 per cent; and dried pepper supplied by an agriculturist remains exempt. Past periods were regularised on an as-is-where-is basis to prevent retrospective demands.
What to do about it: Food processors and building-material traders should re-check product classifications against this circular, since regularisation protects past periods but the clarified rates bind future supplies.
48th GST Council Meeting (video conferencing) — 17 December 2022 · 2022-12-17
The Council recommended decriminalising parts of the GST regime. The minimum threshold of tax for launching prosecution under Section 132 was raised from Rs 1 crore to Rs 2 crore, except for the offence of issuing invoices without any supply. The compounding amount was reduced from the range of 50 to 150 per cent of tax to 25 to 100 per cent. Three offences were decriminalised altogether: obstructing or preventing an officer in the discharge of duties, deliberate tampering with material evidence, and failure to supply information.
What it means for you: Ordinary compliance failures below Rs 2 crore of tax no longer expose a Chennai proprietor to criminal prosecution, though fake invoicing remains prosecutable at any value.

Following technical glitches on the GST portal in the second week of January 2025, CBIC extended the due date for GSTR-1 of December 2024 to 13 January 2025 and for the October-December 2024 quarter under QRMP to 15 January 2025. GSTR-3B due dates were correspondingly extended to 22 January 2025 for monthly filers and to 24 or 26 January 2025 for quarterly filers depending on their State.
What it means for you: When the portal fails near a deadline, CBIC does grant formal extensions, but businesses should preserve screenshots of errors and file the moment systems recover.
