Trade Profile and GST Jurisdiction for Thoraipakkam

Thoraipakkam sits where Rajiv Gandhi Salai meets the Pallavaram - Thoraipakkam Road, and its frontage carries IT offices, coworking spaces, car showrooms, cloud kitchens, furniture and hardware dealers, plus paying-guest hostels serving Secretariat Colony and Kumaran Kudil. Restaurant chains on the OMR service road and promoters in the interior streets struggle with e-invoicing thresholds, blocked credit on restaurant supply and monthly GSTR-3B reconciliation against GSTR-2B. Against that backdrop, GST Appeal APL-01 in Thoraipakkam demands more than data entry — it needs reconciliation before filing, correct classification and awareness of what local officers examine. Our Chennai team provides exactly that to clients in Thoraipakkam, Perungudi and Karapakkam, with same-day responses on working days and WhatsApp updates at every stage. Most routine engagements complete within one to two working days once documents are in hand.

GST jurisdiction for Thoraipakkam (PIN 600097): businesses here generally fall under the CGST Chennai South Commissionerate. We regularly represent clients from Thoraipakkam before this jurisdiction for registrations, clarifications and notice hearings, and can confirm your exact division and range from your GSTIN. State-jurisdiction cases are handled with the Tamil Nadu Commercial Taxes Department.
GST for IT and SaaS Companies in Thoraipakkam
IT and SaaS services are taxed at 18 percent domestically, but the real complexity is qualifying overseas billing as export under Section 2(6) of the IGST Act: the recipient must be outside India, consideration must arrive in convertible foreign exchange or INR where RBI permits, and the Indian entity and foreign recipient must not be mere establishments of the same person. Marketing or support arms serving a foreign parent risk classification as intermediaries under Section 13(8), making the place of supply India and the income taxable. Supplies to SEZ units are zero-rated with proper endorsements. A specialist structures contracts and invoicing so export status survives departmental scrutiny.
To get GST Appeal APL-01 in Thoraipakkam, share your documents by WhatsApp or visit the office, approve the prepared draft, and the filing is completed on the GST portal from Rs.9,999.
Why Us

Why Thoraipakkam Businesses Choose ChennaiGST

Not a bulk-filing portal. A senior consultant knows your file, your jurisdiction and your deadlines.

✓

Every Return Reviewed by a Senior Consultant

No filing leaves our desk on a junior's judgement alone. A senior GST practitioner reviews your figures, ITC claims and tax computation before submission, so errors are caught at our table and not by the department months later through a notice.

✓

We Work with Your Existing Software

Tally, Zoho Books, Busy, marketplace reports, plain Excel or even a handwritten bill book — we take your data in whatever form your Thoraipakkam business already maintains it. You are never forced to buy new software or retrain staff just to become our client.

✓

Correct HSN Codes and Rates, Verified

GSTR-1 requires four-digit HSN reporting for turnover up to Rs.5 crore and six digits above it, and a wrong code often means a wrong rate. We verify the classification of what you actually supply, so your invoices and returns rest on defensible codes.

✓

Refund and Export Experience That Shows

From filing the LUT in RFD-11 at the start of each financial year to preparing RFD-01 refund claims with complete annexures, we know what makes a refund file move. Exporters and inverted-duty businesses come to us specifically for this.

✓

Waiver and Amnesty Windows Applied for You

Whenever the GST Council notifies a late-fee waiver or an amnesty window for pending returns or old demands, we check every client's history against it and act within the deadline. Relief that businesses in Thoraipakkam would otherwise read about after it lapsed reaches our clients in time.

✓

Composition Scheme Compliance Without Slips

Composition dealers have their own rulebook — CMP-08 every quarter, GSTR-4 annually by 30 June, bills of supply instead of tax invoices, and a turnover ceiling that must be watched. We handle each of these correctly so the scheme's simplicity never turns into a violation.

How It Works

Our GST Appeal Process

Order study and strategy

We analyse the order for factual, computational and legal errors, confirm the three-month limitation position, and agree the grounds on which the appeal will proceed.

Pre-deposit arrangement

The disputed tax is quantified, the mandatory 10% pre-deposit is computed, and payment is made through the cash or credit ledger so recovery of the balance is stayed.

Appeal drafting

The statement of facts and grounds of appeal are drafted with supporting reconciliations and judicial precedents, and reviewed with you before filing.

APL-01 filing

The appeal is filed on the portal in Form APL-01 with annexures, and the final acknowledgement in APL-02 is obtained after submission of the certified order copy.

Hearing and outcome

We file written submissions, appear at the personal hearing, address the authority's questions, and follow the matter through to the appellate order in APL-04.

Outcomes

What You Get

Practical outcomes our clients measure us by.

★

Slips Settled Before They Become Notices

Where a genuine error is found in a past period, voluntary payment through DRC-03 before any notice issues closes the matter at minimal cost, instead of letting it ripen into a demand with penalty.

★

A Clean GSTIN That Stays Active

Continuous filing protects you from the suspension and cancellation proceedings that hit chronic non-filers, so your registration, e-way bill access and ability to issue tax invoices are never suddenly cut off.

★

Waiver Benefits Never Missed

Late-fee waivers and amnesty windows notified by the GST Council are applied to your history within their deadlines, capturing reliefs that most businesses only hear about once the window has already closed.

★

Advances Treated Correctly

Advances received for services attract GST on receipt while advances for goods generally do not; applying this distinction correctly means you neither prepay tax unnecessarily nor omit a liability that surfaces later with interest.

★

No More Late Fees

With returns filed ahead of the statutory due dates every period, the Rs.50-per-day GSTR-3B late fee simply stops appearing in your life, and the money stays in your business where it belongs.

★

Books and Returns That Agree at Year End

Because turnover in your GST returns is kept aligned with your accounts through the year, income tax filing and statutory audit proceed without the GST-versus-books mismatch queries that now surface routinely through data matching.

Why a Specialist Matters

With ChennaiGST vs Doing It Yourself

AspectWith ChennaiGSTDIY / Unattended
When a notice arrivesA professional drafts the reply in the department's format and files it within the statutory window, such as thirty days for ASMT-11.You face departmental language alone, and a missed reply deadline can convert a simple query into a demand with penalty.
Keeping up with changesRate changes, portal updates and new thresholds such as the Rs.5 crore e-invoice limit are tracked by us and applied to your case proactively.Changes are discovered after the fact — often through a rejected filing, a blocked e-way bill or a departmental letter.
Refund claimsRFD-01 filed with complete statements and annexures, tracked from ARN to bank credit, with any deficiency memo answered promptly.Incomplete claims bounce back as deficiency memos while the refund sits unclaimed for months and working capital stays blocked.
Input tax creditPurchase register matched against GSTR-2B each period, with defaulting suppliers chased so eligible credit is actually captured.Credit claimed from books alone; mismatches with GSTR-2B mean lost credit or excess claims that invite departmental queries.
Record keepingEvery return, challan, acknowledgement and working paper archived in an organised folder, retrievable in minutes years later.Documents scattered across email, downloads and old phones; assembling records for a bank or an audit takes days.
Registration and amendmentsQuery-resistant applications prepared correctly the first time, with supporting documents matched to what proper officers actually verify.Repeated clarification memos and resubmissions, with weeks lost because a rent agreement or premises photograph did not meet expectations.

AAR Ruling

Printing leaflets on the printer's own paper attracts 18 percent

Coronation Arts Crafts - AAR Tamil Nadu, Advance Ruling No. 19/ARA/2022, dated 31 May 2022 · 2022-05-31

A printing house printed leaflets and similar material using content supplied by the customer but paper, ink and other physical inputs of its own. It asked for the correct classification and rate. The Authority held that this is a composite supply in which the printing service is the principal supply, and the supply is therefore taxable at 18 percent. The customer supplying only the content or artwork did not alter the classification.

What to do about it: A Chennai printer supplying its own paper should charge 18 percent on job printed leaflets instead of assuming a lower book rate.

GST Council

Group of Ministers formed on State cess for natural calamities

30th GST Council Meeting (video conference) — 28 September 2018 (PIB Release ID 1547891) · 2018-09-28

Meeting shortly after the Kerala floods, the Council discussed that State's proposal to impose a cess on SGST to fund rehabilitation and flood-related works. Because GST had removed the States' independent power to levy such a cess, the Council constituted a seven-member Group of Ministers convened by the Deputy Chief Minister of Bihar, with members from Assam, Kerala, Maharashtra, Odisha, Punjab and Uttarakhand, to examine modalities for revenue mobilisation in case of natural calamities and disasters, reporting by 31 October 2018.

What it means for you: This process produced the Kerala flood cess of 2019, the only State-specific GST cess so far, and set the template for how any similar Tamil Nadu levy would have to be approved.

Notification

The whole textile chain now sits at 5 per cent

Notification No. 9/2025-Central Tax (Rate), dated 17 September 2025, Schedule I, Chapters 50 to 63 · 2025-09-17

Under the new Schedule I, woven fabrics of silk, wool, cotton, other vegetable fibres, man-made filaments and man-made staple fibres, knitted and crocheted fabrics, sewing thread of man-made filaments and staple fibres, and worn clothing and rags all attract five per cent. Man-made fibre and yarn, which had long been taxed higher than the cloth made from them, were also brought down, largely correcting the inverted duty structure that had troubled the Tamil Nadu textile belt since 2017.

What it means for you: Fabric traders and garment units charge five per cent across the chain, which should shrink credit accumulation and reduce dependence on inverted duty refunds.

Already Holding the Notice? Read It in About a Minute

Upload the PDF to our free GST Notice Analyser. No payment, no account. If the notice does not state a date we can read, it says so rather than guessing one for you.

The analyser reports what your notice says and the statutory position for that form. It is not a substitute for a consultant reading your actual records, and a reply should be reviewed before you file it.

FAQs

Frequently Asked Questions

Straight answers from practising GST consultants — based on the CGST Act, current CBIC notifications and day-to-day portal experience.

Are there any hidden charges for GST appeal APL-01?
No. The fee quoted before we start is the fee you pay. Government fees, portal charges or statutory late fees, where they apply, are separate and disclosed to you in advance with the exact amount. We issue a proper GST invoice for our professional fee. If the scope of work changes — for example, an unexpected notice or additional periods — we tell you the revised fee before doing anything further.
How much does GST appeal APL-01 cost in Thoraipakkam?
Our fee for GST appeal APL-01 in Thoraipakkam starts at Rs.9,999 and is quoted in full before we begin — there are no hidden charges added later. The fee covers professional work end to end: document review, preparation, filing and follow-up until completion. Government fees or portal charges, where applicable, are separate and always shown to you upfront. For an exact quote based on your turnover and business type, call +91 - 9600 606 444 and a consultant will confirm it on the call.
My GST registration was cancelled. Should I file an appeal or a revocation application?
If the cancellation was initiated by the department, for example for non-filing, the primary remedy is a revocation application in Form REG-21 within ninety days of the cancellation order, after filing all pending returns and clearing tax, interest and late fees. Revocation is quicker and handled by the same jurisdictional officer. An appeal in APL-01 within three months is the route when revocation is rejected, when the ninety-day window is lost, or when you dispute the very grounds of cancellation. Choosing the wrong track wastes precious weeks while your Thoraipakkam business cannot issue tax invoices, so decide with advice on day one.
Which GST orders can I appeal against?
Any decision or order passed by an adjudicating authority under the GST Acts can be appealed in Form APL-01. Common examples are demand orders under Section 73 or 74 summarised in DRC-07, registration cancellation orders in REG-19, refund rejection orders in RFD-06, best judgment assessment orders in ASMT-13, and penalty orders, including detention cases involving e-way bill lapses. A few matters are excluded, such as orders on transfer of proceedings and seizure directions. If you are unsure whether your order is appealable or whether a rectification or revocation route is faster, send it to +91 - 9600 606 444 and we will map the options for you.
What happens after I file Form APL-01 on the GST portal?
The portal issues a provisional acknowledgment immediately, and the appeal is formally admitted when the final acknowledgment in APL-02 is issued after document verification. The appellate authority then fixes personal hearings, where your authorised representative argues the grounds and files written submissions and case law. Up to three adjournments may be granted per side. The authority must pass a speaking order, which it should endeavour to issue within one year of filing, and the outcome is communicated in a summary along with the order. The authority can confirm, modify or annul the order but cannot send the case back to the original officer.
How much pre-deposit do I have to pay for a GST appeal?
To file an appeal you must pay the admitted tax, interest and penalty in full, plus a pre-deposit of 10 percent of the disputed tax amount. Only the tax in dispute counts for the 10 percent; disputed interest and penalty do not require any pre-deposit, except that an appeal against an e-way bill detention penalty order under Section 129(3) requires payment of 25 percent of the penalty. Once the appeal is filed with this payment, recovery proceedings for the balance amount are deemed stayed until the appeal is decided. The pre-deposit can be paid from the electronic cash ledger, and courts have also accepted credit ledger payment for the tax component. ChennaiGST computes the exact pre-deposit for Thoraipakkam clients so nothing extra is blocked.
My three-month appeal deadline has passed. Can I still file a GST appeal?
You have a narrow lifeline. The appellate authority can condone a delay of up to one month beyond the three-month limit if you demonstrate sufficient cause, such as illness or circumstances genuinely beyond control, so file APL-01 immediately with a detailed condonation application and evidence. Beyond three months plus one month, the appellate authority has no statutory power to admit the appeal, and your remaining options shrink to a writ petition before the Madras High Court in fit cases, or any amnesty scheme the government may notify. Do not add even a day's further delay; call +91 - 9600 606 444 today for an urgent filing.
I discovered an old ASMT-13 order only after the return-filing window closed. What can I do now?
Once the sixty-day window and the further sixty-day extended window under Section 62 have both lapsed, filing the return no longer withdraws the order, and the estimated demand in the liability register becomes recoverable. Your remedy shifts to an appeal in Form APL-01 within three months of the order's communication, with the prescribed pre-deposit, arguing the actual figures from your books against the officer's estimate. Appellate authorities regularly scale down best judgment estimates when the genuine return data is placed on record. Check the Additional Notices tab for any other unnoticed orders at the same time; Thoraipakkam non-filers often find several. Call +91 - 9600 606 444 urgently.
I received Form DRC-07 after an adjudication order. What happens next?
DRC-07 is the summary of the demand created on the portal after the officer passes an order, and it makes the amount recoverable. You now have two lawful paths. Either pay the demand, or file an appeal in Form APL-01 within three months of the order with a pre-deposit of 10 percent of the disputed tax, which stays recovery of the balance. If you do nothing, recovery action, including bank account attachment, can begin three months after the order, and even earlier in exceptional cases. Do not let the appeal window lapse; call +91 - 9600 606 444 for an urgent review of the order.
I got a show cause notice in REG-17 threatening cancellation of my GST registration. What should I do?
Form REG-17 is issued when the officer proposes to cancel your registration, commonly for continuous non-filing of returns, non-existence at the declared premises or wrongful ITC availment. You must reply in Form REG-18 within seven working days and attend the hearing if one is fixed. If the reply satisfies the officer, proceedings are dropped in REG-20; otherwise cancellation is ordered in REG-19. If cancellation happens, you can seek revocation in Form REG-21 within ninety days after filing all pending returns and paying dues. Because cancelled registrations freeze e-way bills and invoicing, treat a REG-17 in Thoraipakkam as urgent.
What are the exact steps to file a DRC-03 voluntary payment on the GST portal?
Log in and go to Services, then User Services, then My Applications, choose Intimation of Voluntary Payment DRC-03 and click New Application. Select the cause of payment, such as voluntary, show cause notice, audit or annual return, pick the section and financial year, and enter the tax, interest and penalty amounts head-wise under IGST, CGST and SGST. A saved draft remains available for fifteen days. Offset the amounts from your ledgers, sign with DSC or EVC, and download the ARN acknowledgement. Our Thoraipakkam office files DRC-03 the same day for clients; call +91 - 9600 606 444.
How do I file Form PMT-09 to move money between heads in my cash ledger?
Log in and open Services, then Ledgers, then Electronic Cash Ledger, and select File GST PMT-09 for transfer of amount. The screen shows your balance under each major and minor head. Choose the transfer-from head and amount, choose the transfer-to head, add the details to the table, preview and file with DSC or EVC. The transfer reflects in the ledger immediately and an ARN is generated for your records. There is no limit on how often PMT-09 can be filed, and no government fee applies, so it is always the first fix for a wrong-head deposit.
Is the late fee charged on delayed returns the same thing as a penalty?
No, they are legally distinct. Late fee under Section 47 is an automatic, fixed daily charge for filing a return after its due date, computed by the portal and payable in cash before the return is accepted; no officer discretion or notice is involved. Penalty, under provisions such as Sections 122 to 125, is imposed through adjudication for specified offences, requires a show cause notice and hearing, and can be contested or reduced. Interest under Section 50 is a third, separate levy compensating for delayed payment. A delayed return with tax due can therefore attract all three simultaneously, each on its own footing.
Can I reduce GST for discounts given after the sale, like turnover incentives?
Only if three conditions in Section 15(3)(b) are met: the discount was established under an agreement that existed before or at the time of supply, it can be linked to specific invoices, and the recipient reverses the input tax credit attributable to it. If all three hold, you issue a GST credit note and reduce your output tax. If any condition fails, which is common for year-end volume incentives negotiated later, the adjustment must go through a commercial credit note without any GST effect. Distributor incentive schemes run from Thoraipakkam should be papered before the season starts, not after.
Why is my e-way bill generation blocked on the portal?
Under Rule 138E, the e-way bill facility is blocked when a taxpayer has not filed GSTR-3B (or CMP-08 for composition dealers) for two or more consecutive tax periods. Since an e-way bill is mandatory for moving goods worth more than Rs.50,000, blocking effectively halts dispatches. The remedy is straightforward: file the pending returns with late fee and interest, after which the facility unblocks automatically, usually the next day. Transporters and suppliers can also be affected when a counterparty GSTIN is blocked. We clear return backlogs for businesses in Thoraipakkam on priority; call +91 - 9600 606 444.
Is GST still charged on health insurance premiums?
Not on individual policies. With effect from 22 September 2025, premiums on all individual life insurance policies and individual health insurance policies, including family floater and senior citizen plans, are exempt from GST, along with their reinsurance. Earlier these attracted 18 percent, so the change directly reduces the premium outgo for households. Group policies taken by businesses for employees continue to be taxable, and the input tax credit position on such group covers still depends on whether the cover is statutorily obligatory. When renewing policies, check that the insurer has passed on the exemption rather than merely repricing the premium.
What GST rate applies to cars and two-wheelers now?
Small cars, meaning petrol cars up to 1200cc and diesel cars up to 1500cc with length not exceeding 4 metres, attract 18 percent GST, down sharply from the earlier 28 percent plus cess. Larger cars, SUVs above these specifications, attract the 40 percent rate, but with the compensation cess gone, the overall burden on most of them is still lower than before. Motorcycles up to 350cc are at 18 percent, while those above 350cc attract 40 percent. Electric vehicles continue at a concessional 5 percent. Dealers must also apply these rates to demo vehicle sales.
Our small lodge in Thoraipakkam gets bookings through online travel apps. Who pays the GST?
It depends on your registration status. If the lodge is registered, you charge GST on the accommodation and the platform collects TCS on payments routed through it, which you claim back on the portal. If the lodge is not liable to be registered, the law shifts the liability to the e-commerce operator itself under Section 9(5), so the app pays the tax on accommodation booked through it and the small lodge need not register merely because it lists online. Direct walk-in business remains within your threshold computation. Keep the platform agreements and statements, since they determine who reported the tax.
Can I get GST appeal APL-01 done online without visiting the office?
Yes, the entire process can be handled online. You share scanned documents on WhatsApp or email, we prepare and file everything on the GST portal, and you receive the acknowledgement and filed copies digitally. Businesses in Thoraipakkam regularly complete GST appeal with us without a single office visit. If a physical verification or personal hearing is required by the department, we guide you through it.
Is there a GST consultant near Thoraipakkam for gst appeal filing?
Yes. We serve Thoraipakkam and the surrounding areas from our office at Porur, Chennai - 600 116, Tamil Nadu, and most GST appeal work is completed online — you send documents on WhatsApp and we handle the portal work. If you prefer in-person help, we offer doorstep document pickup across Thoraipakkam and you are welcome to visit our office. Reach us on +91 - 9600 606 444 between 9 AM and 8 PM, Monday to Saturday.
Which GST office handles Thoraipakkam businesses?

Your exact division and range can be confirmed from your GSTIN on the GST portal. We regularly appear before this jurisdiction for registrations, clarifications and hearings, so we know the local practice and documentation preferences.
