The Council completed the fitment exercise for goods and broadly approved GST rates at nil, five, twelve, eighteen and twenty-eight per cent across the tariff, along with the rates of GST compensation cess to be levied on specified goods. The chapter-wise, rate-wise schedule dated 18 May 2017 was published on the CBEC website immediately after the meeting, subject to further vetting, and formed the basis of the rate notifications issued for the 1 July 2017 rollout.

Notification No. 15/2018-Central Tax dated 23.03.2018 · 2018-03-23
This notification appointed 1 April 2018 as the date from which the substituted e-way bill provisions in rules 138 to 138D came into force. From that date an e-way bill became mandatory for inter-State movement of goods of consignment value exceeding Rs 50,000. Intra-State e-way bill requirements were rolled out State by State over the following weeks under State notifications, rather than by this Central notification.
Practical effect: For a Chennai business, inter-State e-way bills have been compulsory since 1 April 2018, while the Tamil Nadu intra-State position was notified separately by the State authority.

The petitioner challenged the July 2022 amendment withdrawing the residential rent exemption for registered persons, arguing that it unfairly taxed proprietors renting homes for personal use. The Government placed on record a clarification that the exemption continues where a proprietor of a registered proprietorship firm rents a residential dwelling in a personal capacity as his own residence, and not in the course or furtherance of the firm's business. The Court held all respondents bound by that clarification.
