A batch of writ petitions challenged reversal of input tax credit on the footing that the suppliers had not actually supplied any goods. The Madras High Court dismissed all the petitions, holding that the burden of proving that an ITC claim is correct lies on the purchasing dealer, and that invoices alone, unsupported by e-way bills and other evidence of physical movement of goods, are not sufficient to sustain the credit.
What it means for you: Keep e-way bills, lorry receipts, weighment slips and payment proof for every purchase — in Tamil Nadu the onus of proving genuine receipt of goods sits squarely on the buyer.
Notification No. 44/2019-Central Tax dated 09.10.2019 · 2019-10-09
This notification prescribed that the return in FORM GSTR-3B for each of the months from October 2019 to March 2020 was to be furnished electronically on or before the twentieth day of the month succeeding the month concerned, and that the tax due had to be discharged by debiting the electronic cash or credit ledger not later than the same date. It continued the practice of notifying GSTR-3B due dates in six month blocks.
Practical effect: The twentieth of the following month remains the familiar GSTR-3B deadline for larger Chennai taxpayers, and payment must accompany the return, not follow it.

CBIC clarified that transactions in vouchers are neither a supply of goods nor of services. Where a voucher is dealt with on a principal-to-principal basis, no GST arises on its sale or distribution. Where a distributor acts as an agent for a commission, GST applies on that commission. Additional services such as marketing, customisation and technology support are taxable at eighteen per cent, and unredeemed vouchers, or breakage, do not attract GST as no supply takes place.
What to do about it: Retailers and platforms issuing gift vouchers should charge GST only on the underlying goods at redemption and on any commission earned, not on the voucher sale itself.
