The service is not supplied in relation to goods made available by the recipient, nor does it relate to immovable property, since it is a bundle of hosting, power, cooling and connectivity rather than a lease of premises. The place of supply is therefore the recipient's location abroad and the supply qualifies as an export of services.

Three offences were decriminalised altogether: obstructing or preventing an officer in the discharge of duties, deliberate tampering with material evidence, and failure to supply information.
