This notification amended the CGST Rules to notify FORM GSTR-9C, the reconciliation statement that reconciles the turnover and tax declared in the audited annual financial statements with the figures reported in the annual return, together with the certification then required from a chartered accountant or cost accountant. It also requires the auditor to report unreconciled differences, reasons for them, and any additional liability arising from the reconciliation.
What to do about it: Chennai businesses above the applicable turnover limit must reconcile books to returns in this format, and unexplained differences in Part II and Part IV are a standard trigger for departmental scrutiny.

A day before the change took effect, the Tax Research Unit issued FAQs explaining that the expression takes its meaning from the Legal Metrology Act, 2009 and covers commodities intended for retail sale in packs of up to twenty-five kilograms or twenty-five litres that must bear statutory declarations. A single package above that limit is not covered, nor are packs supplied to an industrial or institutional consumer. Loose sale from a large pack by a retailer does not attract the levy.
Practical effect: A fifty-kilogram rice bag sold as one package stays outside the levy, but the moment it is repacked into labelled retail bags of twenty-five kilograms or less, five per cent applies.

The Namakkal manufacturer made carbonated beverages containing fruit juice and sought classification under the fruit pulp or fruit juice based drinks entry taxed at 12 percent. The Authority held that once carbon dioxide is added the product is classifiable under heading 2202 10 as waters containing added carbon dioxide and flavouring, and not as fruit juice under heading 2009, so the higher rate applicable to that entry along with compensation cess applies. The Appellate Authority upheld that view.
What it means for you: Chennai beverage makers must check whether the drink is carbonated before applying the 12 percent fruit drink rate.
