The petitioner challenged a provisional attachment of its bank account. By the time the matter was heard, one year had elapsed from the date of the order. The Court observed that orders of attachment under Section 83 are self-limiting and remain in force for one year only, after which nothing survives for adjudication. The writ petition was accordingly closed, the attachment having ceased to operate by force of the statute itself.
Practical effect: A Chennai business should diarise the date of any Section 83 attachment — after twelve months the bank must release the account, and a fresh order is required if the department wants to continue.

The Council approved the draft SGST law and the draft UTGST law, completing the legislative package begun at the previous meeting, and also approved amendments to the GST (Compensation to States) Bill including the ceiling rates at which compensation cess could be imposed. Placing the cess ceilings in the statute meant that later cess increases, such as the one on cigarettes a few months afterwards, could be made by notification without returning to Parliament.

CBIC set out the QRMP scheme available from January 2021 to registered persons with aggregate turnover up to Rs 5 crore. Such taxpayers file GSTR-1 and GSTR-3B quarterly while paying tax monthly in FORM GST PMT-06 by the twenty-fifth of the following month, using either the fixed sum method based on the previous period's payment or the self-assessment method.
