Portland cement, aluminous cement, slag cement, super sulphate cement and similar hydraulic cements, whether or not coloured or in the form of clinkers, appear in Schedule II at nine per cent central tax, giving a combined eighteen per cent from 22 September 2025. Cement had carried twenty-eight per cent since 2017 and was the single largest tax input in construction.
