Trade Profile and GST Jurisdiction for 15th Street, ICF Colony

ICF Colony grew around the Integral Coach Factory, and its economy stays railway facing: precision machine shops, sheet metal fabricators, electrical and painting contractors, uniform tailors and canteen contractors supplying the Shell and Furnishing divisions through Constable Road and Portious Road. Konnur High Road and New Avadi Road add provision stores and hardware, while Welcome Colony and the Officers Colony lanes house staff quarters and rented shops. Vendors here contend with Section 51 TDS deductions, works contract classification and GSTR-2B mismatches on railway purchase orders. When businesses of this kind evaluate GSTR-1 & GSTR-3B Monthly Filing, the real question is not price alone but who answers when something goes wrong. We serve ICF Colony, Villivakkam and Ayanavaram on a standing commitment: responses within the same working day, senior scrutiny before every submission, and continued support if the department ever writes back on work carrying our preparation.

GST jurisdiction for ICF Colony (PIN 600038): businesses here generally fall under the CGST Chennai North Commissionerate. We regularly represent clients from ICF Colony before this jurisdiction for registrations, clarifications and notice hearings, and can confirm your exact division and range from your GSTIN. State-jurisdiction cases are handled with the Tamil Nadu Commercial Taxes Department.
GST for IT and SaaS Companies in ICF Colony
IT and SaaS services are taxed at 18 percent domestically, but the real complexity is qualifying overseas billing as export under Section 2(6) of the IGST Act: the recipient must be outside India, consideration must arrive in convertible foreign exchange or INR where RBI permits, and the Indian entity and foreign recipient must not be mere establishments of the same person. Marketing or support arms serving a foreign parent risk classification as intermediaries under Section 13(8), making the place of supply India and the income taxable. Supplies to SEZ units are zero-rated with proper endorsements. A specialist structures contracts and invoicing so export status survives departmental scrutiny.
For GSTR-1 & GSTR-3B Monthly Filing in ICF Colony the working timeline is Filed before the 11th and 20th of every month, counted from the point your documents are complete. The realistic completion date is confirmed to you in writing before work starts, and the acknowledgement is shared on WhatsApp immediately after filing.
Why Us

Why 15th Street, ICF Colony Businesses Choose ChennaiGST

Not a bulk-filing portal. A senior consultant knows your file, your jurisdiction and your deadlines.

Correct HSN Codes and Rates, Verified

GSTR-1 requires four-digit HSN reporting for turnover up to Rs.5 crore and six digits above it, and a wrong code often means a wrong rate. We verify the classification of what you actually supply, so your invoices and returns rest on defensible codes.

Experience Across Trades and Sectors

Traders, manufacturers, contractors, e-commerce sellers, professionals and service exporters — we have handled GST for all of them. Whatever mix of goods and services your ICF Colony business supplies, the rate, classification and place-of-supply questions have almost certainly crossed our desk before.

Refund and Export Experience That Shows

From filing the LUT in RFD-11 at the start of each financial year to preparing RFD-01 refund claims with complete annexures, we know what makes a refund file move. Exporters and inverted-duty businesses come to us specifically for this.

No Handing Off to Untrained Juniors

Your work is executed by trained GST staff working under direct senior supervision, not passed to interns learning on your file. The person preparing your return understands reverse charge, blocked credits and place of supply, because getting these wrong costs you money.

Composition Scheme Compliance Without Slips

Composition dealers have their own rulebook — CMP-08 every quarter, GSTR-4 annually by 30 June, bills of supply instead of tax invoices, and a turnover ceiling that must be watched. We handle each of these correctly so the scheme's simplicity never turns into a violation.

Support Through Audits and Hearings

When an ADT-01 audit intimation or a personal hearing date arrives, we compile the records, prepare the reconciliations and draft the submissions, and coordinate closely with your authorised representative. You walk into the proceeding prepared, not improvising in front of an officer.

How It Works

Our Monthly Returns Process

Monthly data collection

At month end we remind you and collect sales invoices, purchase bills and credit notes in whatever format you maintain, including Excel, Tally exports or scanned copies.

GSTR-1 preparation and filing

We prepare invoice-wise outward supply details, validate GSTINs of your B2B customers, summarise B2C supplies and file GSTR-1 on the portal before the 11th.

ITC reconciliation with GSTR-2B

We download your auto-drafted GSTR-2B, match it against purchase records, and claim only eligible input tax credit so that mismatches do not trigger scrutiny notices later.

Tax computation and confirmation

We compute net tax payable after ITC set-off, share the working with you for approval, and generate the payment challan for any cash liability.

GSTR-3B filing and reporting

After your confirmation and tax payment, we file GSTR-3B before the 20th and send you both filed acknowledgements along with a one-page summary of the month.

Outcomes

What You Get

Practical outcomes our clients measure us by.

Closure Without Loose Ends

When a business winds up, proper cancellation and a timely final return ensure the file is genuinely closed, so no demand or late-fee computation resurfaces against you long after the shutters came down.

Tax Paid Under the Right Head

Getting IGST versus CGST and SGST right at the invoice stage spares you the painful cycle of paying the correct head again and pursuing a refund of the amount paid under the wrong one.

TDS and TCS Credits Converted to Cash

Amounts deducted by government buyers as GST TDS and by marketplaces as TCS are accepted on the portal each period, so money withheld against your GSTIN actually reaches your cash ledger instead of lying unclaimed.

Every Eligible Rupee of ITC Claimed

Systematic GSTR-2B matching and supplier follow-up mean input tax credit that was leaking away under self-filing is captured each month, directly reducing the cash you pay out with every GSTR-3B.

Books and Returns That Agree at Year End

Because turnover in your GST returns is kept aligned with your accounts through the year, income tax filing and statutory audit proceed without the GST-versus-books mismatch queries that now surface routinely through data matching.

Clarity on What You Actually Owe

Each period you receive a simple computation showing output tax, credit utilised and net cash payable, so GST becomes a number you understand and question rather than a figure you accept blindly.

Why a Specialist Matters

With ChennaiGST vs Doing It Yourself

AspectWith ChennaiGSTDIY / Unattended
Supplier defaultsSuppliers who stop uploading invoices are identified within the period and pursued before their default becomes your blocked credit.Missing supplier invoices surface only when credit is denied, by which time recovering the amount from the vendor is difficult.
Record keepingEvery return, challan, acknowledgement and working paper archived in an organised folder, retrievable in minutes years later.Documents scattered across email, downloads and old phones; assembling records for a bank or an audit takes days.
Annual return preparationMonthly reconciliations roll naturally into GSTR-9, filed comfortably before 31 December with figures already agreed through the year.Twelve months of unmatched data reconstructed in December, with differences discovered too late to be corrected cleanly.
Due-date trackingA maintained compliance calendar with internal cut-offs days before the 11th and the 20th; we chase you for data, not the other way around.Deadlines remembered from memory or phone alarms; one busy week and the return slips past the due date.
Refund claimsRFD-01 filed with complete statements and annexures, tracked from ARN to bank credit, with any deficiency memo answered promptly.Incomplete claims bounce back as deficiency memos while the refund sits unclaimed for months and working capital stays blocked.
Goods in transitE-way bills generated correctly and matched to invoices, so consignments pass roadside inspections without detention or penalty.A defective or missing e-way bill can mean detention at a checkpoint, with penalties that dwarf the tax on the consignment.

GST Support on 15th Street, ICF Colony

15th Street is a residential street in ICF Colony, about 900 m south of the centre of ICF Colony. The same consultant covers the streets immediately around it — 14th Street (about 50 m); 13th Street (about 100 m); 16th Street (about 150 m); 27th Street (about 150 m) — so a site visit on 15th Street can usually be combined with other work in ICF Colony on the same trip. For GST purposes an address on 15th Street falls under the Chennai North CGST Commissionerate, and the ICF Colony pincode is 600038.

Road classification and position from OpenStreetMap; distances are straight-line and approximate. Jurisdiction must be confirmed on your own registration certificate.

From Our Law Desk

Recent Developments in GST — relevant to ICF Colony businesses

Selected notifications, Council decisions and court rulings that practising consultants are applying to live cases.

Notification

Footwear and garments: the Rs 2,500 line decides 5 or 18 per cent

Notification No. 9/2025-Central Tax (Rate), dated 17 September 2025, Schedule I, S. Nos. 388 to 392 (Chapters 61 to 64) · 2025-09-17

From 22 September 2025 articles of apparel and clothing accessories of Chapters 61 and 62, other made-up textile articles of Chapter 63 and footwear of Chapter 64 attract five per cent where the sale value does not exceed Rs 2,500 per piece or per pair, and eighteen per cent where it exceeds that figure. The old thresholds of Rs 1,000 for garments and the flat twelve per cent on all footwear are gone, and the test is sale value, not maximum retail price.

Practical effect: A T. Nagar garment or footwear retailer must map every stock keeping unit against Rs 2,500 of actual sale value, because that single figure determines whether five or eighteen per cent applies.

AAR Ruling

Electronic toys attract 18 percent while other toys stay at 12 percent

Navbharat Imports - AAR Tamil Nadu, Advance Ruling No. 35/AAR/2021, dated 30 September 2021 · 2021-09-30

The importer sold a range of children's toys, some containing electronic circuits and some working purely mechanically. It asked for the correct rate on each. The Authority held that toys containing electronic components attract 18 percent under the residual entry for electronic toys, irrespective of how those components are used, so children's scooters and smart tricycles with lights and music are taxed at 18 percent, while toys that work without electronics remain at 12 percent.

Why this matters: Chennai toy traders must classify item by item, because a single electronic component moves a product from 12 to 18 percent.

Case Law

Money parked in the cash ledger does not stop interest until the return is filed

RSB Transmissions (India) Ltd v. Union of India — Jharkhand High Court, judgment dated 18 October 2022 · 2022-10-18

The taxpayer had deposited about Rs. 29.83 crore into the electronic cash ledger before the due dates but filed GSTR-3B late for several tax periods between July 2017 and December 2019, and interest was demanded for the delay. The High Court dismissed the challenge, holding that a deposit in the electronic cash ledger is only money held to the taxpayer's credit and does not discharge tax liability. Liability is discharged only when the ledger is debited on filing the return, so interest runs until then.

What it means for you: Depositing cash into the ledger early does not protect you from interest — the GSTR-3B must actually be filed on time.

FAQs

Frequently Asked Questions

Straight answers from practising GST consultants — based on the CGST Act, current CBIC notifications and day-to-day portal experience.

How long does GSTR-1 & GSTR-3B monthly filing take in ICF Colony?
Filed before the 11th and 20th of every month. That assumes your documents are complete and there is no departmental query. We start the same day we receive your papers and tell you the realistic completion date upfront rather than an optimistic one. Where the GST portal or the officer causes delay — clarifications, physical verification or system issues — we track it daily and keep you informed on WhatsApp.
How much does GSTR-1 & GSTR-3B monthly filing cost in ICF Colony?
Our fee for GSTR-1 & GSTR-3B monthly filing in ICF Colony starts at Rs.749/month and is quoted in full before we begin — there are no hidden charges added later. The fee covers professional work end to end: document review, preparation, filing and follow-up until completion. Government fees or portal charges, where applicable, are separate and always shown to you upfront. For an exact quote based on your turnover and business type, call +91 - 9600 606 444 and a consultant will confirm it on the call.
A client paid me an advance. Do I raise an invoice or something else?
On receiving an advance, you issue a receipt voucher under Rule 50, not an invoice; the tax invoice follows when the service is actually supplied. GST is payable on advances received for services in the period of receipt, and the receipt voucher documents that liability. Advances for the supply of goods are not taxed at receipt for normal taxpayers under Notification 66/2017. If the rate is not determinable when the advance arrives, tax is paid at 18 percent, and if the nature of supply is not determinable, it is treated as inter-state. Service firms in ICF Colony with retainer billing should map this into their monthly cycle.
Is there a late fee for filing GSTR-1 after the 11th?
Yes. Late fee for GSTR-1 is Rs.50 per day of delay, and Rs.20 per day where there are no outward supplies, subject to caps linked to your turnover. Although the portal historically collected GSTR-1 late fees through the next GSTR-3B, the liability arises the moment the due date passes. Delayed GSTR-1 also hurts your customers, because your invoices miss their GSTR-2B and their input tax credit gets deferred, which can strain business relationships. Filing by the 11th every month avoids both the cost and the friction.
Our ICF Colony factory hires lorries through a transport agency. Who pays the GST?
Under the reverse charge entry, when a GTA that has not opted for forward charge provides service to specified recipients, the recipient pays the 5 percent tax. Specified recipients include factories, registered persons, body corporates, partnership firms including AOPs, co-operative societies and casual taxable persons. Your factory therefore pays 5 percent in cash through GSTR-3B, reports it in the reverse charge tables, and claims the same amount as input tax credit since freight is a business expense. Confirm from the transporter's invoice or declaration whether it has opted for forward charge, because paying RCM on an FCM invoice creates double taxation. Call +91 - 9600 606 444 if your freight entries need a review.
When can I issue a GST credit note against my sales invoice?
Section 34 permits a credit note where the taxable value or tax charged in the invoice exceeds what is actually payable, where the goods are returned by the recipient, or where the goods or services are found deficient. The credit note references the original invoice, and reporting it in your GSTR-1 reduces your output tax liability for that period. It is the correct tool for sales returns, rate errors and quality claims. What a credit note cannot do is cancel an e-invoice after the twenty-four hour IRP window or rewrite history for a different customer; it must trace to a genuine adjustment on an identified invoice.
My workshop bills customers for spare parts and labour together. How should GST be charged?
The accepted practice, supported by CBIC's clarification on servicing, is that where the invoice separately shows the value of parts and the value of labour, each takes its own treatment: parts as a supply of goods and repair labour as a service at 18%. Since auto components also moved to 18% from September 2025, both lines of a typical job card now carry the same rate, which removes the old temptation to shift value between parts and labour. Still keep the split, because HSN and SAC reporting in GSTR-1 differ for goods and services. Workshops can call +91 - 9600 606 444 for invoice-format templates.
My SaaS startup in ICF Colony bills both US and Indian customers. Is everything zero-rated?
No. Only the supplies satisfying the export conditions are zero-rated under your LUT. Subscriptions billed to customers located in India are ordinary taxable supplies at 18 percent, with the place of supply being the registered customer's location, or the address on record for unregistered users. Your GSTR-1 must therefore separate export invoices from domestic B2B and B2C supplies, and your accumulated ITC refund is computed only in proportion to export turnover. Many ICF Colony SaaS founders wrongly treat all revenue as export because billing runs through one gateway; a revenue-wise mapping avoids demands later. Call +91 - 9600 606 444 for a review.
What information is needed to prepare my GSTR-9?
The portal auto-drafts GSTR-9 from your filed GSTR-1 and GSTR-3B, and provides a system-computed summary along with GSTR-2A/2B data for credit tables. To verify and complete it we need your audited or finalised financial statements, sales and purchase registers, input tax credit ledger, details of RCM payments, HSN-wise summaries, and any DRC-03 payments made during the year. Differences between books and returns must be explained and, where needed, paid. Sharing these by early November gives enough time for a clean filing before 31 December. Call +91 - 9600 606 444 for our standard checklist.
My business had zero sales this month. Do I still need to file GST returns?
Yes. Every registered taxpayer must file returns for every tax period, even when there are no sales, no purchases and no tax liability. In that case you file nil GSTR-1 and nil GSTR-3B. Failure to file nil returns attracts a late fee of Rs.20 per day per return, capped at Rs.500 per return, and breaks the sequential filing chain. Prolonged non-filing can lead to suspension and eventually cancellation of your GSTIN. Our nil return plan for dormant businesses in ICF Colony starts at just Rs.749 per month.
What is the last date to file GSTR-9 for a financial year?
GSTR-9 for a financial year is due by 31 December of the following financial year. For example, the annual return for FY 2024-25 is due by 31 December 2025, unless the government extends the date by notification. The reconciliation statement GSTR-9C, where applicable, has the same due date and is filed after GSTR-9. Since annual return preparation involves reconciling twelve months of returns with books, we recommend starting by October rather than December. Businesses in ICF Colony can call +91 - 9600 606 444 to book an early slot with our annual returns team.
Our head office in ICF Colony supports branches in other states. Is a cross-charge invoice really required?
Yes. Branches with separate GSTINs are distinct persons, and Schedule I treats supplies between them as taxable even without consideration. Services your head office renders to branches, such as accounting, IT support or management oversight, should be cross-charged through a tax invoice with IGST, which the branch claims as credit. On valuation, Rule 28 helps: where the recipient branch is entitled to full ITC, the value declared on the invoice is deemed to be the open market value, and Circular 199/11/2023 clarifies that internally generated services need not include the salary cost of head office employees. A documented cross-charge policy keeps audits short; call +91 - 9600 606 444 to set one up.
What is the GST treatment for an event management company handling corporate events?
Event management services attract 18 percent with full input tax credit. Place of supply rules deserve attention: for organising an event for a registered client, the place of supply is the client's location, so a Chennai company organising a Goa offsite for a Bengaluru-registered client charges IGST to Karnataka. For unregistered clients, the place of supply is where the event is actually held. Admission tickets are taxed where the event takes place. Getting the state wrong means the client's credit is jeopardised and the tax may need repayment under the correct head, so event companies serving multi-state clients should map each contract before invoicing.
We conduct training programmes and events in different cities. Which state's GST applies?
Two rules operate. For admission to an event, including tickets to exhibitions or conferences, the place of supply is where the event is held. For organising an event or providing training, the place of supply is the registered recipient's location when the client is registered; if the client is unregistered, it shifts to the venue where the event or training is actually performed. So a ICF Colony trainer running a workshop in Hyderabad for a registered Chennai company charges CGST plus SGST of Tamil Nadu, but the same workshop sold to unregistered individuals is taxed in Telangana. Invoice each engagement after checking the client's registration.
Which educational services are actually exempt from GST?
The exemption is confined to an educational institution as defined, meaning one providing pre-school education, education up to higher secondary school or equivalent, education as part of a curriculum for obtaining a qualification recognised by Indian law, or an approved vocational education course. Services by such institutions to their students, and specified input services to schools such as transport, catering and security, are exempt. Everything outside this boundary is taxable: private tuition, test preparation, hobby classes, skill courses without recognised certification, and training by ed-tech companies. The recognition of the qualification under Indian law is the decisive test, not the subject taught.
My shop's landlord in ICF Colony is not GST registered. Do I pay GST on the rent myself?
Yes, if you are registered. With effect from 10 October 2024, renting of any immovable property other than a residential dwelling by an unregistered person to a registered person was notified under reverse charge, so a registered tenant must pay 18 percent on the rent in cash through GSTR-3B and can claim ITC subject to the usual conditions. Composition taxpayers were subsequently excluded from this entry with effect from 16 January 2025. You must also raise a monthly self-invoice since the landlord is unregistered. Many shop and godown tenants in ICF Colony remain unaware of this recent entry; call +91 - 9600 606 444 to regularise past months.
Is a pure labour contract for building a house exempt from GST?
Two exemptions exist for pure labour contracts, meaning contracts where the contractor supplies only labour and the owner buys all materials. First, construction, erection or installation of original works pertaining to a single residential unit, otherwise than as part of a residential complex, is exempt. Second, pure labour services under the Pradhan Mantri Awas Yojana for beneficiary-led individual house construction are exempt. Outside these, labour contracts are taxable at 18 percent. A mason team building one independent house in ICF Colony on labour-only terms therefore charges no GST, but the same team working on an apartment project must.
Can I reduce GST for discounts given after the sale, like turnover incentives?
Only if three conditions in Section 15(3)(b) are met: the discount was established under an agreement that existed before or at the time of supply, it can be linked to specific invoices, and the recipient reverses the input tax credit attributable to it. If all three hold, you issue a GST credit note and reduce your output tax. If any condition fails, which is common for year-end volume incentives negotiated later, the adjustment must go through a commercial credit note without any GST effect. Distributor incentive schemes run from ICF Colony should be papered before the season starts, not after.
