GSTN removed the requirement to select a refund period in chronological order for certain refund categories, so a claim need not follow strict sequence, and moved those categories to invoice-based filing. For export of services with payment of tax, supplies to special economic zone units with payment of tax, and deemed export claims by the supplier, the applicant uploads the specific invoices in the relevant statement and those invoices are then locked against a repeat claim. All returns due up to the date of the claim must be filed.
Why this matters: Keep returns current and your export invoice register clean, since refunds are now claimed invoice by invoice and each invoice can be used only once.

CBIC clarified three recurring place-of-supply questions. For transportation of goods, including by mail or courier, where the supplier or the recipient is outside India, Section 13(9) of the IGST Act stood omitted from 1 October 2023, so the place of supply is now fixed by the default rule in Section 13(2), namely the location of the recipient. For advertising services supplied to a government body, the place of supply follows the location of the recipient under Section 12(2) rather than the location of the hoardings, with State-wise allocation where the contract provides for it. For co-location of servers in a data centre, the supply is a bundle of hosting services and not a letting of immovable property, so the recipient's location governs.
What to do about it: Chennai courier, advertising and data centre businesses should map their invoices to these tests before deciding between IGST and CGST plus SGST.
Notification No. 70/2020-Central Tax · 2020-09-30
Two important changes were made to the parent e-invoicing notification. First, the requirement was extended to invoices for export supplies and not merely business-to-business supplies within India. Second, the turnover test was clarified to mean that a person is covered if aggregate turnover exceeded the threshold in any preceding financial year from 2017-18 onwards, so that a business which crossed the limit once and later fell below it remains permanently within the system.
What it means for you: A Chennai exporter must generate e-invoices for export invoices too, and once the turnover threshold has ever been crossed the obligation does not lapse in a later lean year.
