The Centre placed before the Council two borrowing options for meeting the compensation shortfall for 2020-21: a special window facilitated by the Reserve Bank of India for the portion of the shortfall attributed to GST implementation itself, or market borrowing of the entire estimated shortfall by the states, in both cases serviced from future compensation cess collections. States were given a short period to convey their choice.

GSTR-3A is a system-generated default notice issued under Section 46 when you fail to file a return such as GSTR-3B. Once the return is filed within this window, no further action follows.
